【摘要】：近年來(lái),環(huán)境變化給人類的生存帶來(lái)了極大的挑戰(zhàn),氣候、水污染、核污染等問(wèn)題已經(jīng)逐漸威脅到國(guó)際安全以及人的安全。環(huán)境變化帶來(lái)的安全問(wèn)題使國(guó)際社會(huì)陷入了安全困境,表現(xiàn)在環(huán)境博弈的囚徒困境、吉登斯困境、環(huán)境變化的“蝴蝶效應(yīng)”等。困境的出現(xiàn)催生出國(guó)際社會(huì)對(duì)安全概念的反思,可持續(xù)安全應(yīng)運(yùn)而生�？沙掷m(xù)安全觀念是指為了實(shí)現(xiàn)全人類可持續(xù)安全所需的共有知識(shí),這些共有知識(shí)是施動(dòng)者關(guān)于可持續(xù)安全認(rèn)為屬真的信念,這些信念可以建構(gòu)行為體在國(guó)內(nèi)和國(guó)際范疇內(nèi)的身份、利益以及指導(dǎo)實(shí)踐活動(dòng),在互動(dòng)結(jié)構(gòu)和體系結(jié)構(gòu)兩個(gè)層次上推動(dòng)全球可持續(xù)安全的最終目標(biāo)。在宏觀上體現(xiàn)為人類命運(yùn)共同體的文化認(rèn)知,在微觀層次上體現(xiàn)為和平正義、平等交流、重視發(fā)展、尊重自然等要素。本文運(yùn)用國(guó)際關(guān)系建構(gòu)主義理論的視角,對(duì)可持續(xù)安全觀念概念進(jìn)行梳理,對(duì)可持續(xù)安全觀念分配的施動(dòng)者和結(jié)構(gòu)問(wèn)題進(jìn)行了分析。在可持續(xù)安全觀念分配中,個(gè)人、國(guó)際組織、國(guó)家都發(fā)揮著不同的作用,但是從對(duì)資源的壟斷程度上看,國(guó)家作為可持續(xù)安全觀念分配的主要施動(dòng)者的地位是不可動(dòng)搖的。國(guó)家通過(guò)單位層次、微觀結(jié)構(gòu)、宏觀結(jié)構(gòu)上的互動(dòng)可以實(shí)現(xiàn)對(duì)可持續(xù)安全文化的全面建構(gòu)。可持續(xù)安全觀念建構(gòu)并不是毫無(wú)阻力的,狹隘民族主義、激進(jìn)民粹主義成為現(xiàn)階段可持續(xù)安全觀念建構(gòu)的兩大重要制約因素�？沙掷m(xù)安全觀念建構(gòu)的現(xiàn)實(shí)意義在于可以化解環(huán)境變化造成的安全困境、推動(dòng)全球可持續(xù)發(fā)展、促進(jìn)人類發(fā)展福祉。
[Abstract]:In recent years, environmental change has brought great challenges to the survival of human beings. Climate, water pollution, nuclear pollution and other problems have gradually threatened international security and human security. The security problems brought about by the environment change make the international community fall into the security dilemma, which are manifested in the prisoners' dilemma of the environmental game, the Giddens' dilemma and the "butterfly effect" of the environmental change. The emergence of dilemma spawned the international community to reflect on the concept of security, sustainable security emerged as the times require. The concept of sustainable security refers to the shared knowledge required to achieve sustainable security for all, which is the belief of the operator that sustainable security is true, These beliefs can construct the identity, interests and practical activities of actors at the national and international levels, and promote the ultimate goal of global sustainable security at the two levels of interaction structure and architecture. It is embodied in the cultural cognition of the community of human destiny at the macro level, and in the elements of peace and justice, equal exchange, emphasis on development and respect for nature at the micro level. In this paper, the concept of sustainable security is combed out from the perspective of international relations constructivism, and the actors and structure of the distribution of sustainable security concept are analyzed. In the distribution of the concept of sustainable security, individuals, international organizations and countries all play different roles, but from the monopoly degree of resources, the status of the state as the main operator of the distribution of the concept of sustainable security is unshakable. Through the interaction of unit level, micro-structure and macro-structure, the state can construct a sustainable security culture in an all-round way. The construction of sustainable security concept is not without resistance. Narrow nationalism and radical populism have become two important restricting factors in the construction of sustainable security concept. The practical significance of constructing the concept of sustainable security is that it can solve the security dilemma caused by environmental change, promote global sustainable development and promote the well-being of human development.
