【摘要】：依據(jù)是否需要他人動員和與基層政府聯(lián)系緊密程度兩個(gè)維度,可以將居民參與劃分為自娛自樂型、發(fā)揮余熱型、依附型和即興參與等四種類型。其中,自娛自樂型和發(fā)揮余熱型屬于主動性參與,依附型參與和即興參與則帶有被動消極性質(zhì)。基層政府的態(tài)度對發(fā)揮余熱型居民的參與熱情具有雙重影響,其“表演式”服務(wù)會消解自娛自樂型居民的參與意愿,“強(qiáng)制參與”也會放大依附型居民在社區(qū)參與過程中的消極情緒。居民參與行為在基層政府的強(qiáng)勢主導(dǎo)下存在著明顯的離散性特征。如欲克服參與中的離散性,使居民真正成為具有主體性地位的核心主體,既需要培養(yǎng)居民的獨(dú)立人格和公共精神,也需要政府讓渡一些空間、資源和權(quán)力,使居民團(tuán)體真正成為代表居民利益、參與文化建設(shè)的強(qiáng)大載體。
[Abstract]:According to the two dimensions of need for mobilization of others and close relationship with grass-roots government, residents' participation can be divided into four types: self-entertainment, exertion, dependence and improvisation. Among them, the type of self-entertainment and the type of exertion heat belongs to the active participation, the dependent type of participation and the improvisational participation are passive and passive. The attitude of grass-roots governments has a double influence on exerting the enthusiasm of the residents of the afterheat type of participation, and their "performance style" service will dispel the willingness of the residents to participate in self-entertainment. Compulsory participation also amplifies the negative emotions of dependent residents in the process of community participation. The behavior of resident participation has obvious discrete characteristics under the dominance of grass-roots government. If we want to overcome the dispersion of participation and make residents become the core subject with subjective status, we should not only cultivate the independent personality and public spirit of residents, but also need the government to release some space, resources and power. To make residents' groups truly represent the interests of residents and participate in cultural construction as a powerful carrier.
