【摘要】：老年宜居社區(qū)建設(shè)是在我國老齡化日益加速的背景下,滿足老年人日趨多元化需求,實現(xiàn)老年人“就地養(yǎng)老”、“幸福養(yǎng)老”,破解我國養(yǎng)老困境的積極嘗試,也是對黨的十八屆三中全會《中共中央關(guān)于全面深化改革若干重大問題的決定》“積極應(yīng)對人口老齡化,加快建立社會養(yǎng)老服務(wù)體系和發(fā)展老年服務(wù)產(chǎn)業(yè)”的積極響應(yīng)。本研究共分為六大部分：第一部分對文章的研究背景和研究意義做了闡述,對國內(nèi)外研究現(xiàn)狀進(jìn)行了梳理并做出簡要評述,然后指出了研究思路和研究方法。第二部分對相關(guān)概念進(jìn)行了界定,并介紹和分析了相關(guān)理論。第三部分通過政策、法規(guī)、文件梳理,結(jié)構(gòu)式問卷調(diào)查,并結(jié)合訪談法和實地觀察,對合肥市老年宜居社區(qū)建設(shè)情況進(jìn)行了實證分析,通過實證分析發(fā)現(xiàn)合肥市老年宜居社區(qū)建設(shè)存在的問題。第四部分是國內(nèi)外老年宜居社區(qū)建設(shè)的經(jīng)驗借鑒部分,國外選取澳大利亞西澳大利亞州、加拿大不列顛哥倫比亞省進(jìn)行探討,國內(nèi)則選取做法比較成熟的香港特別行政區(qū)和上海市,對各個地區(qū)的成熟做法進(jìn)行介紹,并歸納出可供借鑒的經(jīng)驗啟示。第五部分首先從宏觀層面探討了可供合肥市老年宜居社區(qū)建設(shè)選擇的路徑,然后針對調(diào)研所發(fā)現(xiàn)的問題提出具體的解決對策。第六部分為本文的結(jié)語部分,指出本研究的創(chuàng)新點以及不足之處,并進(jìn)一步提出需要討論的問題和建議。
[Abstract]:The construction of the elderly livable community is an active attempt to solve the dilemma of the aged in our country under the background of accelerating aging, satisfying the diversified demand of the elderly day by day, realizing the elderly's "local old-age care", "happily providing for the aged", and solving the dilemma of our country's old-age care. It is also a positive response to the decision of the CPC Central Committee of the third Plenary session of the 18th CPC Central Committee on comprehensively deepening reform, "actively dealing with the aging of the population, speeding up the establishment of a social service system for the aged, and developing the service industry for the elderly." This research is divided into six parts: the first part describes the research background and significance of the article, reviews the current research situation at home and abroad, and then points out the research ideas and research methods. The second part defines the related concepts, and introduces and analyzes the relevant theories. The third part makes an empirical analysis on the construction of the elderly livable community in Hefei by means of policies, laws, documents, structured questionnaires, interviews and field observations. The problems in the construction of elderly livable community in Hefei are found by empirical analysis. The fourth part is the experience of the construction of the elderly livable community at home and abroad, the foreign selection of Western Australia, Canada, British Columbia to explore, In China, the more mature Hong Kong Special Administrative region and Shanghai are selected to introduce the mature practices in various regions, and to sum up the experience and inspiration for reference. In the fifth part, the author first discusses the options for the construction of the elderly livable community in Hefei from the macro level, and then puts forward specific solutions to the problems found by the investigation. The sixth part is the conclusion of this paper, pointing out the innovation and shortcomings of this study, and further put forward the problems and suggestions to be discussed.
