【摘要】：基于我國臺灣地區(qū)2010年與2014年的兩波問卷調(diào)查數(shù)據(jù)的分析,本文發(fā)現(xiàn)臺灣民眾對民主價值內(nèi)部各個維度的認同存在明顯的差異性,但總體上已具有穩(wěn)定的民主信念。而在民主含義的理解上,程序式民主相對于實質(zhì)式民主,并不具備認知優(yōu)勢和群眾基礎。從民主觀念的內(nèi)在結構上看,有近七成的臺灣民眾從內(nèi)在價值上認同民主原則,而在民主理解上卻強調(diào)治理績效與社會平等。也就是說:信奉民主原則并不必然地拒絕能帶來實質(zhì)治理品質(zhì)的民主制度,如果以所謂"民主原則"和"最大民意"來掩蓋治理能力的不足,甚至以民意之名,行損害民眾利益之實,則注定無法被臺灣社會的大多數(shù)民眾所接受。
[Abstract]:Based on the analysis of two waves of questionnaire survey data in Taiwan in 2010 and 2014, this paper finds that there are obvious differences in the identity of each dimension of democratic value among the Taiwan people, but generally they have stable democratic beliefs. In understanding the meaning of democracy, procedural democracy has no cognitive advantage and mass basis compared with substantive democracy. From the perspective of the internal structure of the democratic concept, nearly 70% of the Taiwanese people agree with the democratic principle from the intrinsic value, while the democratic understanding emphasizes governance performance and social equality. That is to say, the belief in democratic principles does not necessarily reject a democratic system that can bring about substantive quality of governance. If the so-called "democratic principles" and "maximum public opinion" are used to cover up the deficiencies of governance capacity, or even in the name of public opinion, To do harm to the interests of the people is doomed to be unacceptable to most people in Taiwan society.
