【摘要】：執(zhí)政能力與治國(guó)理政能力有緊密關(guān)聯(lián)。執(zhí)政是治國(guó)理政的前提和基礎(chǔ),治國(guó)理政依靠執(zhí)政權(quán)力來(lái)實(shí)施,兩者相輔相成。但兩種能力在概念的屬性、范圍和取向上不同。治國(guó)理政能力與執(zhí)政能力是包含和被包含的關(guān)系,兩個(gè)概念的關(guān)聯(lián)決定了治國(guó)理政能力包含執(zhí)政能力,兩個(gè)概念的區(qū)別決定了執(zhí)政能力不能等同于治國(guó)理政能力。以習(xí)近平為總書(shū)記的新一屆黨中央推進(jìn)中國(guó)特色社會(huì)主義建設(shè)的全面部署,體現(xiàn)出從提高執(zhí)政能力到提高治國(guó)理政能力的飛躍。黨的治國(guó)理政能力作為一個(gè)明確概念,可以更清晰地反映黨的十八大以來(lái)新一屆黨中央推進(jìn)中國(guó)特色社會(huì)主義事業(yè)創(chuàng)新發(fā)展的實(shí)踐特征。治國(guó)理政新理念突出顯示了黨的引領(lǐng)能力,治國(guó)理政新思想突出顯示了黨的創(chuàng)新能力,治國(guó)理政新戰(zhàn)略突出顯示了黨的發(fā)展能力。
[Abstract]:Ruling ability and governing ability have close relation. Governance is the premise and foundation of governing, and the governance depends on the power of ruling, and the two complement each other. But the two kinds of abilities are different in the attribute, scope and orientation of the concept. The relationship between governing ability and governing ability is contained and included. The relationship between the two concepts determines that the governing ability includes governing ability, and the difference between the two concepts determines that the governing ability can not be equated with governing ability. The overall arrangement of the new CPC Central Committee with Xi Jinping as its general secretary to promote the construction of socialism with Chinese characteristics reflects the leap from improving the ruling ability to improving the governing ability. As a clear concept, the Party's ability to govern the country and manage government can reflect more clearly the practical characteristics of the new CPC Central Committee in promoting the innovation and development of socialism with Chinese characteristics since the 18th National Congress of the Party. The new idea of governing the country and administration has highlighted the leading ability of the party, the new thought of governing the country and the administration of government has highlighted the innovation ability of the party, and the new strategy of governing the country and administration has highlighted the development ability of the party.
