【摘要】：黨的十八屆三中全會(huì)通過的《中共中央關(guān)于全面深化改革若干重大問題的決定》指出,要“從各層次各領(lǐng)域擴(kuò)大公民有序政治參與,充分發(fā)揮我國社會(huì)主義政治制度優(yōu)越性�！睂Υ髮W(xué)生而言,有序政治參與有利于大學(xué)生實(shí)現(xiàn)自身政治訴求,維護(hù)自身政治權(quán)利,增強(qiáng)政治參與的能力;對國家而言,大學(xué)生是關(guān)系到國家興衰發(fā)展的重要社會(huì)群體,引導(dǎo)大學(xué)生有序政治參與有利于我國社會(huì)主義民主政治進(jìn)程的推進(jìn),有利于維護(hù)國家政治生活的和諧穩(wěn)定。本論文共分為六章對當(dāng)代大學(xué)生有序政治參與進(jìn)行研究:第一章是緒論,通過梳理國內(nèi)外的研究現(xiàn)狀,認(rèn)為國內(nèi)外對有序政治參與的相關(guān)理論很多,但是針對大學(xué)生群體特點(diǎn)的有序政治參與研究,在數(shù)量上和內(nèi)容上與其在國家政治生活中應(yīng)發(fā)揮的作用相比還存在不足。第二章對大學(xué)生有序政治參與的相關(guān)概念和理論進(jìn)行了界定和評(píng)析,認(rèn)為大學(xué)生有序政治參與是指大學(xué)生作為主體,通過合法、適度、有序的方式,為保障國家政治穩(wěn)定發(fā)展提出自己的意見和建議,表達(dá)政治態(tài)度,行使政治權(quán)利,提高政府決策能力的行為。第三章研究了當(dāng)代大學(xué)生有序政治參與的現(xiàn)狀。認(rèn)為當(dāng)代大學(xué)生有序政治參與在積極方面呈現(xiàn)出政治參與態(tài)度總體積極、政治訴求較為合理和政治認(rèn)同感普遍較高的現(xiàn)狀,但在參與動(dòng)機(jī)、參與的有序化、參與的素質(zhì)水平、參與的主動(dòng)性及引導(dǎo)教育工作等方面還存在一些問題有待加強(qiáng)。針對制約當(dāng)代大學(xué)生有序政治參與的因素,本文認(rèn)為主要是由包括經(jīng)濟(jì)、政治、歷史文化和大學(xué)生思想政治教育的現(xiàn)狀在內(nèi)的客觀外在因素,和大學(xué)生自身的政治素質(zhì)等主觀內(nèi)在因素共同造成的。第四章對當(dāng)代大學(xué)生有序政治參與的傳統(tǒng)途徑和新興的網(wǎng)絡(luò)途徑進(jìn)行了具體闡述;分析了大學(xué)生有序政治參與包括民主選舉、民主決策、民主管理和民主監(jiān)督等方面的具體內(nèi)容;本文對當(dāng)代大學(xué)生有序政治參與發(fā)展趨勢進(jìn)行了展望,認(rèn)為大學(xué)生有序政治參與將向常態(tài)化、制度化發(fā)展,參與的途徑將擴(kuò)大,網(wǎng)絡(luò)政治參與將帶來新的機(jī)遇和挑戰(zhàn)。第五章提出應(yīng)加強(qiáng)對大學(xué)生的思想政治教育,對大學(xué)生有序政治參與進(jìn)行思想引導(dǎo);通過拓寬大學(xué)生政治參與渠道,建立政府互動(dòng)回應(yīng)機(jī)制并完善相關(guān)法律規(guī)范,對大學(xué)生有序政治參與給予制度保障;建立網(wǎng)絡(luò)評(píng)價(jià)體系和網(wǎng)絡(luò)監(jiān)督體系,對大學(xué)生有序政治參與進(jìn)行行為規(guī)范。論文最后一章為結(jié)論,國家和高校都要對大學(xué)生的有序政治參與進(jìn)行正確的教育引導(dǎo),保障大學(xué)生有序政治參與得以順利進(jìn)行。這樣才能從根本上實(shí)現(xiàn)大學(xué)生有序政治參與,促進(jìn)社會(huì)和諧穩(wěn)定與發(fā)展。
[Abstract]:The "decision of the CPC Central Committee on several important issues of comprehensively deepening Reform" adopted by the third Plenary session of the 18th CPC Central Committee pointed out that it is necessary to "expand citizens' orderly political participation in all fields at all levels and give full play to the superiority of our socialist political system." For college students, orderly political participation is conducive to realizing their own political demands, safeguarding their own political rights and enhancing their ability to participate in politics. For the country, college students are an important social group related to the rise and fall of the country. Guiding college students to participate in orderly politics is conducive to the advancement of socialist democratic political process and the maintenance of harmony and stability of national political life. This thesis is divided into six chapters to study the orderly political participation of contemporary college students: the first chapter is the introduction, through combing the domestic and foreign research situation, think that there are many related theories about orderly political participation at home and abroad. However, the research on the orderly political participation of college students' group characteristics is insufficient in quantity and content compared with the role they should play in the political life of the country. The second chapter defines and evaluates the related concepts and theories of the orderly political participation of college students, and holds that the orderly political participation of college students means that the university students are the subject, through the legal, moderate and orderly way. In order to ensure the stable development of national politics, put forward their own opinions and suggestions, express political attitude, exercise political rights, and improve the ability of government to make decisions. The third chapter studies the current situation of university students' orderly political participation. The author thinks that the contemporary college students' orderly political participation shows the overall positive attitude of political participation, reasonable political appeal and high political identity, but in the participation motivation, the orderly participation, and the quality level of participation. There are still some problems in participating initiative and guiding education. In view of the factors restricting the orderly political participation of contemporary college students, this paper holds that it is mainly caused by objective external factors, including economy, politics, history and culture, and the present situation of ideological and political education of college students. And their own political quality and other subjective internal factors caused by the joint. The fourth chapter elaborates the traditional and emerging network approaches of the orderly political participation of contemporary college students, analyzes the orderly political participation of college students, including democratic elections, democratic decision-making, This paper looks forward to the development trend of orderly political participation of contemporary college students, and holds that the orderly political participation of college students will be normalized, institutionalized, and the way of participation will be expanded. Network political participation will bring new opportunities and challenges. The fifth chapter proposes that we should strengthen the ideological and political education of college students and guide them to participate in orderly politics; by widening the channels of college students' political participation, we should establish an interactive government response mechanism and improve the relevant legal norms. To guarantee the orderly political participation of college students, to establish the network evaluation system and the network supervision system, and to regulate the behavior of the orderly political participation of college students. The last chapter is the conclusion that the government and universities should guide the orderly political participation of college students correctly to ensure that the orderly political participation of college students can be carried out smoothly. Only in this way can college students participate in politics orderly and promote social harmony, stability and development.
