【摘要】：人民政協(xié)制度作為我國(guó)一項(xiàng)基本政治制度,是實(shí)現(xiàn)社會(huì)主義協(xié)商民主的重要渠道。但是在我國(guó)現(xiàn)實(shí)政治生活中,縣級(jí)政協(xié)參政議政的能力與水平仍有待提高,其發(fā)揮的功能作用仍有限。提升縣級(jí)政協(xié)參政議政能力,既是適應(yīng)國(guó)內(nèi)形勢(shì)任務(wù)發(fā)展變化的需要,也是人民政協(xié)加強(qiáng)自身建設(shè),提高履行職能的層次水平,更好地發(fā)揮在協(xié)商民主的重要渠道作用,推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化的需要。本人通過(guò)對(duì)常寧市政協(xié)關(guān)于參政議政能力情況的調(diào)研,剖析了縣級(jí)政協(xié)參政議政能力的現(xiàn)狀、存在的問(wèn)題及產(chǎn)生原因,提出了縣級(jí)政協(xié)參政議政能力提升的基本對(duì)策。本文首先對(duì)縣級(jí)政協(xié)參政議政能力的概念作了界定,對(duì)縣級(jí)政協(xié)參政議政能力提升的理論基礎(chǔ)、法律依據(jù)及其必要性和緊迫性進(jìn)行了闡述。然后以常寧市政協(xié)為考察對(duì)象,對(duì)當(dāng)前縣級(jí)政協(xié)參政議政能力建設(shè)取得的成效、存在的問(wèn)題及原因進(jìn)行了深入分析。最后從加強(qiáng)教育培訓(xùn)、創(chuàng)新參政形式、注重調(diào)查研究、加強(qiáng)制度建設(shè)等四個(gè)方面提出了提升縣級(jí)政協(xié)參政議政能力的具體對(duì)策。
[Abstract]:As a basic political system in China, the CPPCC system is an important channel to realize socialist consultative democracy. However, in our country's real political life, the ability and level of the county-level CPPCC to participate in political affairs still need to be improved, and its function is still limited. To enhance the ability of the CPPCC at the county level to participate in and discuss political affairs is not only the need to meet the needs of the development and changes of the domestic situation and tasks, but also the CPPCC to strengthen its own construction, to raise its level of performance of its functions, and to better play its important role as a channel for consultation and democracy. The need to promote the modernization of the national governance system and governance capacity. Through the investigation and investigation on the ability of participating in politics and discussing politics of the CPPCC of Changning City, this paper analyzes the present situation, the existing problems and the causes of the ability of participating in and discussing politics of the CPPCC at the county level, and puts forward the basic countermeasures for the promotion of the ability of participating in the political affairs and discussing the politics of the CPPCC at the county level. This paper first defines the concept of the ability of participating in politics and discussing politics of the CPPCC at the county level, and expounds the theoretical basis, legal basis, necessity and urgency of the promotion of the ability of participating in politics and discussing politics at the county level. Then, taking the CPPCC of Changning City as the object of investigation, this paper makes a thorough analysis of the achievements, problems and reasons of the current construction of the capacity of the CPPCC at the county level to participate in politics and discuss politics. Finally, from four aspects of strengthening education and training, innovating the form of participating in politics, paying attention to investigation and research, and strengthening the construction of system, the paper puts forward some concrete countermeasures to enhance the ability of the CPPCC at county level to participate in politics and discuss politics.
