【摘要】：從我國開始建立住房保障體系以來,經(jīng)濟(jì)適用房、廉租房、限價(jià)房、棚改房等保障性住房得到了飛速發(fā)展,解決了各種階層各種類型的住房困難群體的基本需求。作為解決“夾心層”群體的住房困難問題應(yīng)運(yùn)而生的公共租賃住房,近幾年來受到各級(jí)政府的高度重視,或?qū)⒊蔀槲磥肀Ｕ闲宰》拷ㄔO(shè)的核心內(nèi)容。為了實(shí)現(xiàn)城市保障性住房的“全面覆蓋”,重慶市自2010年以來啟動(dòng)公共租賃房大規(guī)模集中建設(shè),目前已經(jīng)進(jìn)入建設(shè)、分配與管理并重的階段。隨著公租房的集中簽約入住,為了實(shí)現(xiàn)“能住、愿住、住得好”,最大限度發(fā)揮我國住房保障制度的保障效果,必須高度重視承租戶入住之后的社區(qū)服務(wù)以及服務(wù)的滿意度,對(duì)公租房社區(qū)服務(wù)滿意度現(xiàn)狀的進(jìn)行調(diào)研分析,準(zhǔn)確了解租戶關(guān)于社區(qū)服務(wù)的實(shí)際需求和期望,分析影響滿意度的因素,促進(jìn)公租房社區(qū)服務(wù)質(zhì)量和效率的提高,把公租房社區(qū)建設(shè)成為和諧共居的新型社區(qū)�；诖�,本文通過對(duì)公租房及社區(qū)服務(wù)相關(guān)文獻(xiàn)、理論的梳理,以及公租房社區(qū)服務(wù)特殊性的研究,基于以租戶為中心、全面客觀評(píng)價(jià)的原則,初步構(gòu)建了公租房社區(qū)服務(wù)滿意度測評(píng)指標(biāo)體系。然后,通過問卷預(yù)調(diào)研,訪談租戶、公租房相關(guān)管理單位和高校專家學(xué)者對(duì)指標(biāo)體系進(jìn)行了適當(dāng)修正和完善,形成正式的評(píng)價(jià)指標(biāo)體系。該指標(biāo)體系包括基礎(chǔ)教育、醫(yī)療計(jì)生、文化體育、社區(qū)保障、社區(qū)就業(yè)、居住環(huán)境、社區(qū)安全、交通出行、便民商業(yè)等9個(gè)二級(jí)指標(biāo),共下設(shè)30個(gè)三級(jí)指標(biāo)。然后通過問卷設(shè)計(jì)、實(shí)地調(diào)研收集了重慶市公租房社區(qū)服務(wù)滿意度相關(guān)數(shù)據(jù)資料,并運(yùn)用SPSS數(shù)據(jù)分析軟件對(duì)調(diào)研樣本進(jìn)行了可靠性和有效性檢驗(yàn)。在此基礎(chǔ)上,運(yùn)用模糊綜合評(píng)價(jià)方法對(duì)調(diào)研所得數(shù)據(jù)進(jìn)行了計(jì)算,得出了重慶市公租房社區(qū)服務(wù)的總體滿意度和各二級(jí)指標(biāo)的滿意度。計(jì)算結(jié)果顯示:重慶市公租房社區(qū)服務(wù)總體滿意度為一般滿意,各二級(jí)指標(biāo)滿意度最高得分75.833、最低得分46.932。并針對(duì)問卷調(diào)查和訪談過程發(fā)現(xiàn)的問題,以及滿意度評(píng)價(jià)得分相對(duì)較低的因素,提出了相應(yīng)的改進(jìn)措施,以期提高公租房社區(qū)服務(wù)滿意度。
[Abstract]:Since the establishment of the housing security system in China, the affordable housing, such as affordable housing, low rent housing, price limited housing, and housing change housing, has developed rapidly, and has solved the basic needs of various types of housing difficulties. As a solution to the housing difficulties of the "sandwich" group, the public rental housing has come into being in recent years. In order to realize the "comprehensive coverage" of the urban affordable housing, Chongqing has started the large-scale centralized construction of the public rental housing since 2010. At present, it has entered the stage of construction, distribution and management are equal, with the concentration of public rental housing. In order to live in, in order to realize "can live, live, live well" and maximize the guarantee effect of the housing security system in China, we must attach great importance to the community service and the satisfaction of the service after the occupancy of the tenant, investigate and analyze the present situation of the community service satisfaction of the public rental housing, and accurately understand the real needs of the tenants about the community service. Seeking and expecting, analyzing the factors that affect the satisfaction, promoting the improvement of the service quality and efficiency of public rental housing community, and building the public rental housing community into a new community of harmonious cohabitation. Based on this, this article is based on the study of the related literature of public rental housing and community services, the theory of the public rental housing, and the particularity of public rental housing community service, based on the tenant as the medium. With the principle of comprehensive and objective evaluation, the evaluation index system of community service satisfaction for public rental housing is preliminarily constructed. Then, through the questionnaire survey, interview tenants, public rental housing related management units and University experts and scholars have properly revised and perfected the index system to form a positive evaluation index system. The index system includes basic education. A total of 9 two level indicators, including medical planning, cultural sports, community security, community employment, residential environment, community safety, traffic travel, and civilian commerce, were set up with 30 three level indicators. Then through the questionnaire design, the data of the community service satisfaction degree of public rental housing in Chongqing were collected and the data were collected and analyzed with SPSS data analysis software. On this basis, on this basis, the fuzzy comprehensive evaluation method is used to calculate the survey data, and the overall satisfaction of the community service of public rental housing in Chongqing and the satisfaction of the two level indexes are obtained. The results show that the overall satisfaction of the community service of public rental housing in Chongqing is generally satisfactory, and two The highest score of the grade index is 75.833, the lowest score is 46.932., and according to the problems found in the questionnaire survey and interview process and the relatively low score of the satisfaction evaluation, the corresponding improvement measures are put forward in order to improve the community service satisfaction of public rental housing.
