【摘要】：整體性治理理論在政府管理以及企業(yè)管理改進過程中作用凸顯。為了推進社區(qū)治理體系的不斷提升,引入整體性治理視角亦是一種趨勢。在前期大量調(diào)研的基礎(chǔ)上,從整體性治理視角分析社區(qū)存在的問題,對社區(qū)的"負擔"的影響進行挖掘,嘗試通過規(guī)范社區(qū)管理主體和管理方式來"減負"、通過參與主體多元化和執(zhí)行主體專業(yè)化來"提能"、通過理念的創(chuàng)新來"增效",進而達到社區(qū)"雙重減負"的目的。
[Abstract]:The holistic governance theory plays an important role in the process of government management and enterprise management improvement. In order to promote the continuous improvement of community governance system, the introduction of holistic governance perspective is also a trend. On the basis of a large number of previous investigations, this paper analyzes the problems existing in the community from the perspective of holistic governance, and excavates the impact of the "burden" on the community. This paper attempts to "reduce the burden" by standardizing the main body of community management and the way of management, to "raise energy" through the diversification of the participating subject and the specialization of the main body of execution, and to "increase efficiency" through the innovation of the idea, and then to achieve the purpose of "double reduction of burden" in the community.
