【摘要】：慕壽祺先生作為晚清民國(guó)時(shí)期西北名士,有感于20世紀(jì)上半期西北邊疆危機(jī)的加深,"激于時(shí),論發(fā)憤"而著《甘寧青史略》,藉以留心西北者參考。他在書(shū)中揭露了帝國(guó)主義在甘寧青地區(qū)的侵略活動(dòng),并提出通過(guò)改良邊疆政治、開(kāi)展移民墾殖、發(fā)展邊疆教育和重視邊疆民族問(wèn)題等主張來(lái)應(yīng)對(duì)邊疆危機(jī)。此外,他又將其對(duì)西北邊疆危機(jī)的認(rèn)識(shí)和思考付諸實(shí)踐,以甘肅臨時(shí)省議會(huì)副議長(zhǎng)的身份駁斥地方當(dāng)政者出賣(mài)利權(quán)與帝國(guó)主義簽訂借款草約,維護(hù)了國(guó)家主權(quán)。
[Abstract]:As a famous personage of Northwest China in the late Qing Dynasty and the Republic of China, Mr. Mushouqi felt the deepening of the crisis in the Northwest Frontier in the first half of the 20th century, and he wrote "A brief History of Gansu and Ning Qing Dynasty" in order to pay attention to the northwest for reference. In his book, he exposed the aggressive activities of imperialism in Gansu, Ningxia and Qinghai, and proposed to deal with the border crisis by improving frontier politics, carrying out resettlement and cultivation, developing frontier education and paying attention to frontier ethnic problems. In addition, he put into practice his understanding and thinking of the crisis in the Northwest Frontier, refuting the sale of interest rights by local authorities and signing loan contracts with imperialism in the capacity of deputy speaker of the interim Provincial Assembly of Gansu Province, thus safeguarding national sovereignty.
