【摘要】：迄今為止,我國參加國際維和行動僅限于聯(lián)合國主導(dǎo)實施的維和行動,尚未參加其他類型的維和行動。近年來我國周邊地區(qū)安全形勢進(jìn)一步復(fù)雜化并在一定程度上朝著于我不利的方向發(fā)展。在可以預(yù)見的將來,由中國主導(dǎo)的地區(qū)維和行動勢在必行。開展區(qū)域維和行動既有外部需求,我國內(nèi)部又具有實力和能力。問題的關(guān)鍵之處在于我們應(yīng)及早突破陳舊觀念窠臼,因應(yīng)國際安全形勢的迅速發(fā)展變化,依據(jù)《聯(lián)合國憲章》和區(qū)域組織基本文件以及與東道國簽署的協(xié)議開展區(qū)域維和行動,在為國際和平安全做出貢獻(xiàn)的同時也有利于維護(hù)我國家利益,最終形成雙贏或者共贏的局面。主導(dǎo)實施區(qū)域維和行動也可以作為中國為國際社會提供的公共產(chǎn)品,與我們努力成為負(fù)責(zé)任大國的國際身份相稱。
[Abstract]:To date , China ' s participation in international peacekeeping operations is limited to United Nations - led peacekeeping operations , and has not yet participated in other types of peacekeeping operations . In recent years , the security situation in the surrounding areas of our country has been further complicated and has been evolving towards me . In the foreseeable future , China - led regional peacekeeping operations are imperative . The key to the problem lies in that we should make a contribution to international peace and security and ultimately form a win - win or win - win situation . The leading implementation of regional peacekeeping operations can also serve as a common product for China for the international community , commensurate with our efforts to be responsible for the international identity of the responsible country .
