【摘要】：綠色發(fā)展是中國共產黨在經濟社會發(fā)展面臨新挑戰(zhàn)、進入新常態(tài)后提出的全新的發(fā)展理念,是五大發(fā)展理念的核心要件,也是"十三五"乃至更長時期內中國經濟社會文化生態(tài)建設的行動指南。綠色發(fā)展與協(xié)商民主都強調平等協(xié)商和參與式治理,二者具有諸多共同的價值目標。關注生態(tài)環(huán)境治理、推動經濟持續(xù)健康穩(wěn)定發(fā)展、構建生態(tài)文明,實現(xiàn)人與自然和諧共生是綠色發(fā)展理念的價值目標。這一目標的實現(xiàn)有賴于協(xié)商民主機制的構建與實踐:經濟發(fā)展中充分考量公眾的利益訴求,推進經濟增長方式與產業(yè)結構的轉型升級;在生態(tài)文明建設中注重政府、企業(yè)、公眾等多元治理體系的構建與協(xié)商民主機制的完善;創(chuàng)新民主協(xié)商機制與方式,以協(xié)商民主化解環(huán)境群體事件風險,構筑綠色和諧的公民社會基礎與發(fā)展環(huán)境。
[Abstract]:Green development is the new development concept put forward by the Communist Party of China after entering the new normal, which is the core element of the five development ideas.It is also the action guide of China's economic, social, cultural and ecological construction in the Thirteenth five-year Plan and beyond.Both green development and deliberative democracy emphasize equal consultation and participatory governance, and they share many common value goals.It is the value goal of the concept of green development to pay attention to ecological environment management, promote the sustained, healthy and stable development of economy, construct ecological civilization and realize harmonious symbiosis between man and nature.The realization of this goal depends on the construction and practice of the democratic mechanism of consultation: in economic development, the public interests are fully considered, the mode of economic growth and the industrial structure are promoted, and the government and enterprises are paid attention to in the construction of ecological civilization.The construction of the pluralistic governance system of the public and the perfection of the consultative democratic mechanism, the innovation of the democratic consultation mechanism and the ways to resolve the risks of environmental group events through consultation and democracy, and the construction of a green and harmonious civil society foundation and development environment.
