【摘要】：[目的/意義]在當(dāng)前國際恐怖主義"溢出效應(yīng)"的影響與國內(nèi)"東突"恐怖主義的雙重壓力下,情報(bào)主導(dǎo)反恐的理念已成為共識�？梢灶A(yù)見,短期內(nèi)的任何反恐斗爭形式不會畢其功于一役,任何反恐斗爭勝利也不是一蹴而就。[方法/過程]當(dāng)前,反恐情報(bào)跨部門協(xié)同是基于"整體政府"理論并結(jié)合反恐實(shí)踐經(jīng)驗(yàn)提出的,其核心是要提高情報(bào)信息的共享水平,合理配置資源,提升情報(bào)的利用率。通過比較中國和美國在法律依據(jù)、組織機(jī)構(gòu)、信息共享、協(xié)同文化方面的不同,可以看到影響我國反恐情報(bào)跨部門協(xié)同的障礙主要有觀念、利益、文化等因素。[結(jié)果/結(jié)論]借鑒美國的有效做法,從立法、組織、情報(bào)中心、文化等四個方面構(gòu)建適合我國國情、社情的反恐情報(bào)跨部門協(xié)同機(jī)制。
[Abstract]:Under the double pressure of "spillover effect" of international terrorism and domestic "East Turkistan" terrorism, the idea of intelligence leading terrorism has become a consensus.Predictably, any form of the fight against terrorism in the short term will not be a success, any victory in the fight against terrorism will not be achieved overnight.[method / process] at present, the interdepartmental cooperation of anti-terrorism intelligence is based on the theory of "whole government" and combined with the experience of anti-terrorism practice. Its core is to improve the level of information sharing, allocate resources rationally, and improve the utilization rate of intelligence.By comparing the differences between China and the United States in legal basis, organization, information sharing and cooperative culture, we can see that the obstacles affecting the coordination of anti-terrorism intelligence departments in China are mainly ideas, interests, culture and other factors.[results / conclusion] draw lessons from the effective practices of the United States, from the legislation, organization, information center, culture and other four aspects of counter-terrorism intelligence cross-departmental coordination mechanism suitable for China's national conditions, social situation.
