我國政府購買居家養(yǎng)老服務(wù)問題研究

【摘要】:隨著中國經(jīng)濟(jì)的發(fā)展,一方面人民生活水平以及醫(yī)療衛(wèi)生水平大幅度提升,人均壽命不斷延長(zhǎng);另一方面社會(huì)老齡化不斷加劇。如何解決廣大老年人的養(yǎng)老服務(wù)問題已經(jīng)成為當(dāng)前政府如何保障和改善民生的重大問題。早在2006年“十一五”規(guī)劃時(shí),政府部門就已經(jīng)預(yù)測(cè)到了“銀色浪潮”的到來。近年來老齡化問題日益嚴(yán)重,如何使老年人安享晚年,僅依靠子女是遠(yuǎn)遠(yuǎn)不夠的,在這種形勢(shì)下,積極探尋新的養(yǎng)老模式成為社會(huì)各界關(guān)注的焦點(diǎn)。我國政府結(jié)合國情并借鑒發(fā)達(dá)國家的經(jīng)驗(yàn),提出了現(xiàn)實(shí)可行的養(yǎng)老方式居家養(yǎng)老。本文主要采用文獻(xiàn)分析和案例剖析兩種方法進(jìn)行研究。通過對(duì)2010-2014年五年的相關(guān)文獻(xiàn)進(jìn)行閱讀分析,明確當(dāng)前的研究趨勢(shì)與主題。在對(duì)政府向社會(huì)組織購買居家養(yǎng)老服務(wù)概念進(jìn)行界定的基礎(chǔ)上,對(duì)國內(nèi)外已有實(shí)踐進(jìn)行梳理,以此為基礎(chǔ)首先分析了當(dāng)前我國政府購買居家養(yǎng)老服務(wù)的現(xiàn)狀,指出我國居家養(yǎng)老服務(wù)體系的構(gòu)建和發(fā)展仍處于起步階段,存在狹義化居家養(yǎng)老服務(wù)內(nèi)涵,政府購買意愿低;政府負(fù)擔(dān)過重,購買力不足,服務(wù)難以持續(xù);居家養(yǎng)老相關(guān)配套制度缺失,政府監(jiān)督評(píng)估體制不完善;居家養(yǎng)老市場(chǎng)運(yùn)行機(jī)制不匹配;養(yǎng)老服務(wù)人員整體素質(zhì)有待提升;服務(wù)資源利用效率在低水平徘徊等問題。其次以廈門市為典型案例,剖析了廈門市居家養(yǎng)老服務(wù)的經(jīng)驗(yàn),包括重視需求調(diào)研與模式創(chuàng)新;設(shè)置不同類別供給標(biāo)準(zhǔn),并統(tǒng)籌財(cái)政平衡;提供交流渠道,重視資源整合;設(shè)置領(lǐng)導(dǎo)部門,有序推進(jìn)政策的實(shí)施。總結(jié)了廈門市居家養(yǎng)老服務(wù)的啟示,具體包括政府主導(dǎo),政策保證;依托本地教育資源,設(shè)立養(yǎng)老服務(wù)相關(guān)專業(yè)和課程;立足現(xiàn)實(shí)基礎(chǔ),適時(shí)創(chuàng)新服務(wù)模式;厘清現(xiàn)實(shí)需求,注意宣傳提升影響力;確保資金來源,并制度化預(yù)算安排。最后指出為化解我國政府在購買居家養(yǎng)老服務(wù)中存在問題,應(yīng)從政府、社會(huì)家庭轉(zhuǎn)變觀念,夯實(shí)養(yǎng)老服務(wù)開展的基礎(chǔ);扶持社會(huì)組織發(fā)展,緩解政府壓力;加強(qiáng)制度建設(shè),以保證養(yǎng)老服務(wù)持續(xù)穩(wěn)定發(fā)展;依據(jù)區(qū)域特征,選擇最優(yōu)模式提高資源利用率;提升服務(wù)人員素質(zhì),建設(shè)高水平服務(wù)隊(duì)伍;提高重視程度,將養(yǎng)老服務(wù)上升為國家統(tǒng)一的戰(zhàn)略行為等方面入手進(jìn)行。
[Abstract]:With the development of Chinese economy, on the one hand, the people's living standard and medical and health standard have been greatly improved, and the average life expectancy has been prolonged; on the other hand, the aging of the society has been intensified.How to solve the problem of pension service for the elderly has become an important issue for the government to protect and improve people's livelihood.As early as 2006, the 11th five-year plan, the government has predicted the arrival of the "silver wave."In recent years, the problem of aging is becoming more and more serious. It is far from enough to rely on the children to make the elderly enjoy their old age. Under this situation, it has become the focus of the society to actively explore the new old-age model.According to the national conditions and the experience of developed countries, our government puts forward a practical and feasible way to provide for the aged at home.This paper mainly uses the literature analysis and the case analysis two kinds of methods carries on the research.Through reading and analyzing the relevant documents from 2010 to 2014, the current research trends and themes are clarified.On the basis of defining the concept of the government purchasing the home old-age service from the social organization, this paper combs the existing practice at home and abroad, and analyzes the current situation of the government purchase of the home pension service in our country at first.It is pointed out that the construction and development of home pension service system in China is still in its infancy, there is a narrow meaning of home pension service, the government has a low willingness to buy, the government is overburdened, the purchasing power is insufficient, and the service is difficult to sustain.The related system of home pension is missing, the government supervision and evaluation system is not perfect; the operation mechanism of the home pension market is not matched; the overall quality of the pension service personnel needs to be improved; the efficiency of service resources is hovering at a low level.Secondly, taking Xiamen as a typical case, this paper analyzes the experience of home pension service in Xiamen, including paying attention to demand investigation and mode innovation, setting up different kinds of supply standards, coordinating financial balance, providing communication channels and attaching importance to the integration of resources.Set up leading departments to promote the implementation of policies in an orderly manner.This paper summarizes the enlightenment of home pension service in Xiamen, including government leading, policy guarantee; relying on local educational resources, setting up related specialties and courses of old-age service; innovating service mode timely based on reality; clarifying realistic demand.Pay attention to the promotion of impact; ensure the source of funds and institutionalize the budget arrangement.Finally, it is pointed out that in order to solve the problems existing in the purchase of home pension service by our government, we should change our concept from the government and the social family, consolidate the foundation for the development of the pension service, support the development of social organization, alleviate the pressure of the government, and strengthen the construction of the system.In order to ensure the sustainable and stable development of old-age service, according to the regional characteristics, select the best mode to improve the utilization of resources, improve the quality of service personnel, build a high level of service team, improve the degree of attention,Pension services will be upgraded to national unity of strategic behavior and other aspects of the start.
