【摘要】：醫(yī)養(yǎng)結(jié)合作為一種新型健康養(yǎng)老模式,是我國(guó)未來養(yǎng)老服務(wù)的發(fā)展方向。在先行試點(diǎn)城市探索過程中,涌現(xiàn)了以青島、上海、蘇州為代表的三種典型實(shí)踐模式。三種實(shí)踐模式在醫(yī)養(yǎng)資源融合、激勵(lì)機(jī)制、組織保障等方面積累了有益經(jīng)驗(yàn),但尚存在諸多障礙。推進(jìn)醫(yī)養(yǎng)結(jié)合的策略在于:構(gòu)建多元化籌資機(jī)制和統(tǒng)一支付平臺(tái);建立以社區(qū)為支持平臺(tái)的綜合化服務(wù)體系;構(gòu)建政策支持體系;建立統(tǒng)一、有效的行政協(xié)調(diào)機(jī)制。
[Abstract]:As a new health pension model, the combination of medical and nursing is the development direction of pension service in China in the future.In the process of pilot city exploration, three typical practice models, such as Qingdao, Shanghai and Suzhou, emerged.The three practical models have accumulated beneficial experience in the aspects of integration of medical and feeding resources, incentive mechanism and organizational guarantee, but there are still many obstacles.The strategies of promoting the combination of medical and maintenance are: to build a diversified financing mechanism and unified payment platform; to establish a comprehensive service system based on community support platform; to build a policy support system; to establish a unified and effective administrative coordination mechanism.
