【摘要】：20世紀(jì)90年代以來,美國聯(lián)邦政府進(jìn)行了兩次重大的改革,一次是1993年克林頓政府的“重塑政府”運(yùn)動,另一次是2001年小布什總統(tǒng)上臺所實(shí)行的“總統(tǒng)管理議題”。面對世紀(jì)之交日益變化的國際、國內(nèi)環(huán)境,克林頓政府和小布什政府對于提高績效的改革、腐敗的治理都做出了積極的努力。本文主要講述了克林頓政府和小布什政府時期的行政改革,通過對兩屆政府的改革研究,讓我們對這一時期的改革走向和改革特點(diǎn)有個大致清晰的了解。本文由緒論和正文三章構(gòu)成:緒論部分主要介紹本論文選題的緣起,國外與國內(nèi)學(xué)術(shù)界的研究成果,本文的基本結(jié)構(gòu),特色與創(chuàng)新之處等。第二部分是正文的第一章,主要介紹克林頓政府和小布什政府行政改革的國內(nèi)外背景以及當(dāng)時政府所面臨的問題,以及改革的理論準(zhǔn)備。第三部分是正文的第二章,也是本文的主體部分,主要介紹克林頓政府和小布什政府改革的三大內(nèi)容:包括提高行政效率的改革,政府公務(wù)員績效管理體系改革以及對腐敗問題的治理。第四部分為正文的第三章,是對兩屆政府的改革成效進(jìn)行分析,包括兩屆政府取得的成就以及改革中所存在的問題分析,以及對未來公共行政改革的幾點(diǎn)啟示。最后一部分為結(jié)束語是對全文的一個總結(jié)與回顧,也是對本論文的一個宏觀的思考與反思。
[Abstract]:Since the 1990s, the Federal Government of the United States has carried out two major reforms, one is the Clinton administration's "reinventing government" movement in 1993, the other is the "presidential administration issue" implemented by President George W. Bush when he came to power in 2001.In the face of the changing international and domestic environment at the turn of the century, both the Clinton administration and the Bush administration have made positive efforts to improve the performance of the reform and the governance of corruption.This paper mainly describes the administrative reform in the Clinton administration and the Bush administration. Through the research on the reform of the two administrations, we have a clear understanding of the reform trend and characteristics of the reform in this period.This paper is composed of the introduction and three chapters: the introduction part mainly introduces the origin of the topic of this paper, the research results of foreign and domestic academic circles, the basic structure, characteristics and innovation of this paper.The second part is the first chapter of the text, mainly introduces the domestic and foreign background of the administration reform of Clinton administration and Bush administration, the problems faced by the government at that time, and the theoretical preparation of the reform.The third part is the second chapter of the text, which is also the main part of this paper. It mainly introduces the three major contents of the reform of the Clinton administration and the Bush administration: including the reform of improving the administrative efficiency.The reform of the performance management system of government civil servants and the governance of corruption.The fourth part is the third chapter of the text, which analyzes the reform effect of the two governments, including the achievements of the two governments and the problems in the reform, as well as some enlightenment to the future public administration reform.The last part is a summary and review of the full text, and also a macro reflection and reflection of this paper.
