【摘要】：老齡問題已成為中華民族復(fù)興進程中的重要問題,對這一問題的關(guān)注必將推動經(jīng)濟社會發(fā)生整體變革。其中,養(yǎng)老服務(wù)體系的建成是一項社會系統(tǒng)工程,具有難度與挑戰(zhàn)。伴隨養(yǎng)老服務(wù)頂層設(shè)計紛紛出臺,一場圍繞養(yǎng)老服務(wù)體系建設(shè)的老齡化社會重塑已經(jīng)開啟。在黨的領(lǐng)導(dǎo)下,中國養(yǎng)老服務(wù)事業(yè)獲得快速發(fā)展,但是在取得初步發(fā)展成績的同時,養(yǎng)老服務(wù)體系建設(shè)過程中存在的問題不容忽視,需要進行階段性理清。老年人既具有生命歷程的時間厚度,還具有嵌入于社會生活系統(tǒng)的空間延展性。有基于此,需要圍繞養(yǎng)老服務(wù)體系建設(shè)的理念、結(jié)構(gòu)、制度、政策與實踐等層面展開問題分析,并提出相應(yīng)的解決思路,為新形勢下國家制定養(yǎng)老服務(wù)體系建設(shè)戰(zhàn)略提供參考。
[Abstract]:The problem of aging has become an important issue in the process of the rejuvenation of the Chinese nation.Among them, the establishment of pension service system is a social system engineering, which is difficult and challenging.With the introduction of the top-level design of pension services, an aging society around the construction of pension service system has begun.Under the leadership of the Party, the cause of old-age service in China has developed rapidly, but at the same time, the problems existing in the construction of the old-age service system should not be ignored and need to be sorted out in stages.The elderly have not only the time thickness of life course, but also the spatial ductility embedded in the social life system.Based on this, it is necessary to carry out problem analysis around the concept, structure, system, policy and practice of the construction of the old-age service system, and put forward the corresponding solutions to provide a reference for the country to formulate the construction strategy of the old-age service system under the new situation.
