【摘要】：當(dāng)前社區(qū)居家養(yǎng)老服務(wù)在實(shí)踐中積極創(chuàng)新治理方式,政府、社會(huì)組織及市場(chǎng)等多元主體共同治理逐步成為各地養(yǎng)老服務(wù)供給的必然路徑。然而考慮到當(dāng)前多元主體共同治理發(fā)展的初期性,其發(fā)展中還存在諸多困境,既體現(xiàn)在各個(gè)主體自身在治理中的定位及成熟度,也體現(xiàn)在不同主體間關(guān)系的建構(gòu)上。具體包括:政府角色由傳統(tǒng)的福利生產(chǎn)者轉(zhuǎn)向規(guī)劃者、購(gòu)買(mǎi)者和監(jiān)督者,但在新的角色承擔(dān)中還面臨規(guī)劃?rùn)?quán)威性及可執(zhí)行性差、資金使用效率低、缺乏有效可行的監(jiān)督機(jī)制等難題;市場(chǎng)在服務(wù)治理中難以發(fā)揮在資源配置中的決定性作用;社會(huì)組織數(shù)量少,發(fā)展空間有限,還未成為自主性供給主體;而多元主體間的互動(dòng)、合作更是不成熟,合作網(wǎng)絡(luò)未生成,主體間也未構(gòu)建起良性的伙伴關(guān)系。面對(duì)如此的困境,要正確界定各主體角色及職能,并積極構(gòu)建多元主體間良性的伙伴關(guān)系,從而形成多元主體良性治理的局面。
[Abstract]:At present, the community home pension service actively innovates the governance way in the practice, the government, the social organization and the market and so on multivariate main body governance gradually becomes the local pension service supply inevitable path step by step.However, considering the initial development of multi-subject governance, there are still many difficulties in its development, not only reflected in the positioning and maturity of each subject in governance, but also in the construction of the relationship between different subjects.These include: the role of government shifts from traditional welfare producers to planners, buyers and supervisors, but in the new role it faces poor authority and execution of planning, low efficiency in the use of funds,Lack of effective and feasible supervision mechanism and other difficulties; market in service governance is difficult to play a decisive role in the allocation of resources; the number of social organizations is small, the space for development is limited, and has not yet become the main body of independent supply;Cooperation is not mature, the cooperation network has not been formed, and there is no good partnership between the main bodies.In the face of such a dilemma, we should define the roles and functions of the various subjects correctly, and actively construct a benign partnership between the pluralistic subjects, thus forming the situation of the benign governance of the pluralistic subjects.
