【摘要】：2015年的調查結果顯示,與2002年和2011年的調查數(shù)據(jù)相比,我國公民政治參與在最近5年既有維持原有趨勢的一面,也有新變化的一面。一方面,溝通型參與在基本穩(wěn)定中略有增長,維權抗爭型參與保持高位運行,它們維持著原有的變遷趨勢;另一方面,前10年有所增長的投票、競選和接觸型參與各有不同程度的下滑。各類型參與有升有降的變遷趨勢表明,我國公民政治參與的總體"轉型"已經(jīng)發(fā)生,人們更多地選擇更具實質意義的參與方式。在影響公民政治參與變遷的3種時間效應中,生命周期效應有助于解釋公民個體在不同年齡段的行為差異,但世代效應和制度效應對總體變遷更為重要。制度效應的出現(xiàn),如選舉評價與政治涉入各指標的下滑,指向了我國民主政治的一些現(xiàn)實困境:如基層選舉運作欠佳,管控社會秩序的努力可能妨礙政治參與的擴大。而世代效應的出現(xiàn),則表明新生代正從"經(jīng)濟賦權""文化賦權"走向"政治賦權",我國的政治民主及公民政治參與必將繼續(xù)向縱深發(fā)展。
[Abstract]:The results of the 2015 survey show that compared with the survey data of 2002 and 2011, the political participation of citizens in China has not only maintained the original trend in the past five years, but also has a new side of change.On the one hand, communication participation has increased slightly in the basic stability, while the rights and resistance type participation has maintained a high level of operation. On the other hand, they have maintained the original trend of change. On the other hand, during the first 10 years of voting, there has been an increase in voting.Campaigns and engagement have declined to varying degrees.The changing trend of various types of participation shows that the overall "transformation" of civil political participation has taken place in China, and people choose more meaningful participation methods.Among the three time effects that influence the change of citizen's political participation, the life cycle effect is helpful to explain the behavior difference of the individual in different ages, but the generation effect and the institutional effect are more important to the overall change.The emergence of institutional effects, such as the decline of election evaluation and political involvement in various indicators, points to some practical dilemmas of democratic politics in China: for example, the poor operation of grass-roots elections and the efforts to control social order may hinder the expansion of political participation.The emergence of generational effect shows that the new generation is moving from "economic empowerment" and "cultural empowerment" to "political empowerment", and the political democracy and civil political participation in China will continue to develop in depth.
