【摘要】：關(guān)于城市的外交角色,主流的理論研究認(rèn)為地理區(qū)位對于城市的外交角色有著至關(guān)重要的影響,沿海、沿邊城市的國際化聯(lián)系更緊密,其外交角色也更突出。故而,學(xué)界忽視了對內(nèi)陸城市外交角色的考察。內(nèi)陸城市在地理位置、國家戰(zhàn)略中的定位以及經(jīng)濟(jì)發(fā)展水平等方面與沿海、沿邊城市存在著很大差異,在外交上也扮演著獨(dú)特的角色。本文認(rèn)為,相比較沿海沿邊城市,內(nèi)陸城市外交形成了內(nèi)陸模式,而決定內(nèi)陸城市外交角色的因素包括國家戰(zhàn)略、制度設(shè)計(jì)和國際化水平。本文通過對西安、銀川兩個(gè)內(nèi)陸城市的城市外交案例考察,發(fā)現(xiàn)重視對接國家戰(zhàn)略、挖掘本地資源優(yōu)勢、塑造城市自身特色、拓展國際交往空間是城市外交內(nèi)陸模式的基本內(nèi)涵。
[Abstract]:As for the diplomatic role of cities, the mainstream theoretical research holds that geographical location has a vital influence on the diplomatic role of cities, and the internationalization of coastal and border cities is more closely linked, and the diplomatic role of cities along the border is more prominent. Scholars have neglected to examine the diplomatic role of inland cities. There are great differences between inland cities and coastal cities in geographical location, positioning in national strategy and level of economic development. This paper argues that compared with coastal cities, inland city diplomacy forms an inland model, and the factors that determine the diplomatic role of inland cities include national strategy. System design and internationalization level. Based on the case study of Xi'an and Yinchuan two inland cities, this paper finds that we attach importance to the national strategy of docking, tap the advantages of local resources, and shape the city's own characteristics. Expanding the space of international communication is the basic connotation of urban diplomacy inland mode.
