【摘要】：20世紀(jì)以來，科學(xué)技術(shù)的不斷發(fā)展影響和改變著政府的管理理念和服務(wù)方式。而信息技術(shù)的產(chǎn)生與發(fā)展更為政府的權(quán)力下放，回歸社會(huì)管理提供了可能，由此,社區(qū)在現(xiàn)代化進(jìn)程中的價(jià)值、功能日趨凸顯，而社區(qū)的管理與服務(wù)就顯的尤為重要。以信息技術(shù)為手段、以合作治理為理念、以社區(qū)管理和服務(wù)為切入點(diǎn)的中國電子社區(qū)的建設(shè)與發(fā)展關(guān)系國計(jì)民生和社會(huì)和諧，越來越受到各級政府、專家學(xué)者以及社區(qū)居民的重視。 進(jìn)入21世紀(jì)后，中國從中央到地方相繼出臺(tái)了很多的政策，在這些政策推動(dòng)下，各地都開始了如火如荼的電子社區(qū)建設(shè)。經(jīng)過十多年的發(fā)展，杭州、北京和廣州的電子社區(qū)建設(shè)走在了全國的前列，他們分別采取了不同的電子社區(qū)建設(shè)模式，積累了不同的成功經(jīng)驗(yàn)的同時(shí)也存在不同的問題。因此，本文對三種模式的特點(diǎn)、經(jīng)驗(yàn)和問題進(jìn)行了比較，并在互相借鑒彼此經(jīng)驗(yàn)的基礎(chǔ)上提出了各自的解決策略，，以期對杭州、北京和廣州電子社區(qū)建設(shè)有所裨益。 除緒論外，論文由五部分組成。 第一部分闡釋電子社區(qū)建設(shè)模式的基本概念。筆者對社區(qū)、電子社區(qū)、電子社區(qū)建設(shè)和電子社區(qū)建設(shè)模式四個(gè)概念逐一進(jìn)行界定。同時(shí)，筆者對電子社區(qū)和社區(qū)信息化這兩個(gè)容易混淆的概念進(jìn)行了比較和分析，認(rèn)為電子社區(qū)在廣義上就是指社區(qū)信息化。 第二部分對杭州、北京和廣州的電子社區(qū)建設(shè)模式的特點(diǎn)進(jìn)行了比較。杭州市電子社區(qū)建設(shè)模式的整體特點(diǎn)是社區(qū)自發(fā)、企業(yè)參與、政府扶持；北京市電子社區(qū)的建設(shè)實(shí)行政府統(tǒng)一規(guī)劃、統(tǒng)一建設(shè)的從上到下的模式；廣州市電子社區(qū)建設(shè)呈現(xiàn)出政府規(guī)劃，財(cái)政投入，公辦民營的特點(diǎn)。 第三部分從參與建設(shè)的主體、網(wǎng)站建設(shè)的特點(diǎn)及平臺(tái)供給的服務(wù)三個(gè)方面對杭州、北京和廣州在電子社區(qū)建設(shè)中取得的成功經(jīng)驗(yàn)進(jìn)行了比較，同時(shí)可以看出各地所取得的經(jīng)驗(yàn)與其采取的建設(shè)模式的特點(diǎn)息息相關(guān)。 第四部分從參與主體、網(wǎng)站建設(shè)和服務(wù)供給三個(gè)方面對杭州、北京和廣州電子社區(qū)建設(shè)模式存在的問題進(jìn)行了比較。 第五部分在互相借鑒彼此經(jīng)驗(yàn)的基礎(chǔ)上，針對杭州、北京和廣州電子社區(qū)建設(shè)模式存在的問題提出了相應(yīng)的解決策略。
[Abstract]:Since twentieth Century, affecting the development of science and technology and changing the management concept and service government. The emergence and development of information technology for the government decentralization, provide a possible return to society the value of community management, in the process of modernization, the function of the increasingly prominent, and the management and service of community. Is particularly important. By means of information technology, the cooperation governance concept, the community management and service as the starting point of the China electronic community construction and development of relations and social harmony is more and more beneficial to the people's livelihood, by all levels of government, experts and community residents.
After entering in twenty-first Century, Chinese from central to local have introduced many policies driven by these policies, all started the construction of electronic community. Like a raging fire after more than 10 years, Hangzhou, Beijing and Guangzhou in the construction of electronic community at the forefront of the country, they were taken to a different mode of electronic community construction and experience different and different problems. Therefore, the characteristics of three kinds of mode, experience and problems are compared, and learn from each other based on the experience of each other, put forward their own solution, in order to Hangzhou, Beijing and Guangzhou to benefit the construction of e-community.
In addition to the introduction, the paper is composed of five parts.
The first part explains the basic concept of electronic community construction mode. The author of the electronic community, community, community construction and community construction of electronic electronic pattern of four concepts are defined. At the same time, the author makes a comparison and analysis of the two concepts of electronic community and community information, that the electronic community in a broad sense refers to the community the information.
The second part of the Hangzhou, Beijing and Guangzhou community construction mode of electronic characteristics are compared. The overall characteristics of Hangzhou City electronic construction pattern of community is the community initiative, enterprise participation, government support; construction of Beijing electronic community government unified planning, unified construction mode from top to bottom; the electronic community construction in Guangzhou showing the government planning, financial investment, privatization of the characteristics.
The third part from the main body to participate in the construction, the characteristics of the supply and service platform construction site on the three aspects of Hangzhou, Beijing and Guangzhou have successful experience in electronic community construction are compared, at the same time can be seen closely related characteristics around the experiences and take the construction of the model.
The fourth part compares the existing problems of the electronic community construction in Hangzhou, Beijing and Guangzhou from three aspects of the participants, the website construction and the service supply.
The fifth part, on the basis of learning from each other's experience, puts forward the corresponding solutions for the problems existing in the construction mode of Hangzhou, Beijing and Guangzhou e-communities.
