【摘要】:隨著社會發(fā)展的不斷推進(jìn)和深入,作為實現(xiàn)管理、服務(wù)、保障、教育、安全穩(wěn)定等政府職能的群眾基礎(chǔ)機(jī)構(gòu),社區(qū)已經(jīng)逐漸成為了人們生活中不可缺少的重要組織。目前,城市社區(qū)工作者承擔(dān)著黨建管理、綜合治理、城市管理、勞動保障、社會救助、殘障康復(fù)、優(yōu)撫安置、青少年服務(wù)、婦女權(quán)益保障、老齡人員管理等一系列政府基層管理和服務(wù)職能,其工作態(tài)度、專業(yè)素養(yǎng)和創(chuàng)新能力直接關(guān)系到基層群眾的切身利益,影響社會工作的正常運(yùn)行。隨著城市社區(qū)工作崗位日趨專業(yè)化和精細(xì)化發(fā)展,借鑒相對成熟的企業(yè)人力資源管理模式,逐步完善社區(qū)工作者培訓(xùn)體系,將對提升社區(qū)工作者的能力產(chǎn)生積極的促進(jìn)作用。因此,如何從系統(tǒng)性、標(biāo)準(zhǔn)化、有效性、普遍性的角度完善社區(qū)工作者-尤其是城市城區(qū)工作者的培訓(xùn)體系,增強(qiáng)社區(qū)整體的辦事和服務(wù)能力,已經(jīng)成為了全社會共同關(guān)注的課題。本文以筆者所在的杭州市拱墅區(qū)小河街道為例,通過文獻(xiàn)研究法、問卷調(diào)研實證分析法、歸納總結(jié)法等研究方法,從現(xiàn)實層面培訓(xùn)和期望層面培訓(xùn)兩方面分析小河街道所轄社區(qū)工作人員的培訓(xùn)現(xiàn)狀,找出存在的問題:(1)缺乏規(guī)范的入職培訓(xùn);(2)培訓(xùn)課程單一,缺乏實用性;(3)尚未建立培訓(xùn)效果評估體系;(4)缺乏全面系統(tǒng)的培訓(xùn)需求分析。在構(gòu)建完善社區(qū)培訓(xùn)方案的指導(dǎo)思想下,匯總街道下轄九個社區(qū)工作人員的培訓(xùn)需求,從優(yōu)化培訓(xùn)制度、抓好重要培訓(xùn)環(huán)節(jié)、建設(shè)完善講師隊伍、多樣化培訓(xùn)形式、落實培訓(xùn)效果評估等方面設(shè)計小河街道社區(qū)工作者培訓(xùn)方案,解決當(dāng)前社區(qū)培訓(xùn)工作中存在的問題。最后,從內(nèi)部培訓(xùn)環(huán)境、培訓(xùn)講師、培訓(xùn)制度三方面保障培訓(xùn)方案的實施。
[Abstract]:With the continuous promotion and deepening of social development, as a mass basic organization for the realization of government functions such as management, service, security, education, security and stability, the community has gradually become an indispensable and important organization in people's lives. At present, Urban community workers undertake party building management, comprehensive management, urban management, labor security, social assistance, disability rehabilitation, preferential care and placement, youth services, and protection of women's rights and interests. A series of government basic management and service functions, such as the management of elderly personnel, whose working attitude, professional accomplishment and innovative ability are directly related to the immediate interests of the grassroots people, It affects the normal operation of social work. With the development of specialization and refinement of urban community work posts, the training system of community workers is gradually improved by reference to the relatively mature enterprise human resource management model. Therefore, how to improve the training system of community workers, especially urban workers, from a systematic, standardized, effective and universal perspective, Strengthening the community's overall ability to handle affairs and service has become a common concern of the whole society. This paper takes the Xiaohe Street of Gongshu District in Hangzhou City as an example, through literature research, questionnaire investigation and empirical analysis, Summing up the research methods, this paper analyzes the current situation of community staff training in Xiaohe street from the aspects of practical training and expectation training, and finds out the existing problems: the lack of standardized induction training and the lack of a single training course. Lack of practicability / lack of practicability; lack of a training effectiveness assessment system. (4) lack of a comprehensive and systematic training needs analysis. Under the guiding ideology of building and perfecting community training programs, the training needs of nine community staff members under the jurisdiction of the street are summarized. From the aspects of optimizing the training system, grasping the important training links, building and perfecting the lecturers, diversifying the training forms, implementing the training effect evaluation and so on, the training programs for community workers in the small river streets are designed. Finally, ensure the implementation of the training program from three aspects: the internal training environment, the training instructor and the training system.
