“組屋”的政治學(xué)密碼——來(lái)自新加坡住房政策的啟示

【摘要】:在解決居民住房問(wèn)題上,新加坡堪稱全球范例。在新加坡,組屋承載著社會(huì)穩(wěn)定、維系家庭、種族和諧、社區(qū)發(fā)展、民主治理等諸多功能;政府通過(guò)提供組屋,決定什么人優(yōu)先選購(gòu)、怎么分配、如何管理等,很好地履行了部分社會(huì)管理的職能。這種高明的管理藝術(shù)值得我國(guó)政府學(xué)習(xí)研究。房子作為人類生存的必需品,其首要屬性是社會(huì)屬性而不是經(jīng)濟(jì)屬性。必須改變對(duì)住房的片面認(rèn)識(shí),認(rèn)清政府在其中的責(zé)任以及房屋對(duì)于政府治理的深刻含義,充分發(fā)揮房子作為一攬子解決方案的關(guān)鍵抓手的綜合效應(yīng),讓政府和公民在公共住房的建設(shè)管理中共同學(xué)習(xí)成長(zhǎng)。
[Abstract]:Singapore is a global example in solving the housing problem. In Singapore, housing has many functions, such as social stability, maintaining family, racial harmony, community development, democratic governance, and so on. Deciding who gives priority to purchase, how to distribute, how to manage, and so on, has performed part of the functions of social management very well. This brilliant management art is worthy of our government's study and study. As a necessity for human survival, the house is a necessity. Its primary attribute is the social attribute, not the economic attribute. We must change the one-sided understanding of housing and recognize the responsibility of the government and the profound meaning of housing for government governance. Give full play to the comprehensive effect of house as the key grasp of the package solution, and let the government and citizens learn and grow together in the construction and management of public housing.
