【摘要】：隨著社會(huì)的發(fā)展,我國(guó)的人口老齡化問(wèn)題越來(lái)越嚴(yán)重,“未富先老”的現(xiàn)狀給中國(guó)的養(yǎng)老問(wèn)題帶來(lái)了嚴(yán)峻的挑戰(zhàn)。太原市作為山西省最“老”的城市,社會(huì)養(yǎng)老形勢(shì)嚴(yán)峻。傳統(tǒng)的養(yǎng)老模式與時(shí)代脫節(jié),因此傳統(tǒng)的養(yǎng)老服務(wù)并不能滿足老年人口不斷增長(zhǎng)的需求。新型智能化養(yǎng)老服務(wù)的出現(xiàn)讓社會(huì)看到了解決養(yǎng)老問(wèn)題的希望,國(guó)家出臺(tái)一系列政策推動(dòng)智能化養(yǎng)老服務(wù)的發(fā)展,在此背景下,太原市政府對(duì)社區(qū)智能化養(yǎng)老進(jìn)行了一系列積極的探索。研究發(fā)現(xiàn)太原市政府購(gòu)買(mǎi)社區(qū)智能化養(yǎng)老服務(wù)進(jìn)程的體現(xiàn)在“8181890”服務(wù)熱線、“12349”升級(jí)版服務(wù)熱線、愛(ài)心“一鍵通”、“智慧我家”服務(wù)項(xiàng)目。對(duì)太原市社區(qū)智能化養(yǎng)老服務(wù)實(shí)踐進(jìn)行調(diào)查分析,在分析統(tǒng)計(jì)數(shù)據(jù)的基礎(chǔ)上,可以了解到太原市政府購(gòu)買(mǎi)社區(qū)智能化養(yǎng)老服務(wù)取得了很好的成效,如為老年人生活提供便利、緩解社會(huì)養(yǎng)老壓力,開(kāi)拓養(yǎng)老市場(chǎng),促進(jìn)相關(guān)養(yǎng)老企業(yè)的發(fā)展等,與此同時(shí)我們也在調(diào)查分析中發(fā)現(xiàn)存在智能養(yǎng)老化服務(wù)供給主體定位不準(zhǔn)、智能化和信息化技術(shù)水平偏低、智能化養(yǎng)老服務(wù)內(nèi)容廣度與深度不足、老年人接受智能化養(yǎng)老服務(wù)程度低等問(wèn)題。通過(guò)對(duì)社區(qū)智能化養(yǎng)老服務(wù)模型的建構(gòu),從服務(wù)參與主體、服務(wù)運(yùn)營(yíng)平臺(tái)和老年人群三方面具體介紹了推進(jìn)社區(qū)智能化養(yǎng)老服務(wù)的辦法。然后根據(jù)調(diào)查發(fā)現(xiàn)的問(wèn)題,有針對(duì)性的提出了鼓勵(lì)多元化主體積極參與智能化養(yǎng)老服務(wù)、深化智能化技術(shù)在養(yǎng)老服務(wù)中的應(yīng)用、多層次豐富智能化養(yǎng)老服務(wù)項(xiàng)目等具體可行的措施。智能化養(yǎng)老服務(wù)以向老年人提供更好服務(wù)為目的,是一個(gè)設(shè)計(jì)包含政府、社會(huì)、家庭多方融合的系統(tǒng),是創(chuàng)新型的養(yǎng)老服務(wù)模式,是實(shí)現(xiàn)低成本提供養(yǎng)老服務(wù)的重要舉措,是完善社會(huì)養(yǎng)老服務(wù)體系的必經(jīng)之路。
[Abstract]:With the development of society, the problem of aging population in China is more and more serious, "not rich first old situation" has brought severe challenges to the pension problem China. Taiyuan City, Shanxi Province as the "old city", the social old-age pension mode and the situation is grim. The traditional era and the traditional festival, so pension services can not meet the growing demand for the elderly population. The new intelligent pension services for society to see the hope to solve the pension problem, the state promulgated a series of policies to promote the development of intelligent pension services, in this context, the Taiyuan municipal government carried out a series of active exploration of community intelligence. The study found that the pension Taiyuan municipal government purchasing community intelligent pension service process embodied in the "8181890" hotline, "12349" upgrade version of the service hotline, "one button", "love of wisdom home" service . pension service practice of Taiyuan city intelligent community investigation and analysis, based on the analysis of statistical data, can understand the Taiyuan municipal government purchasing community intelligent pension service has achieved good results, such as to provide convenience for the elderly life, alleviate social pension pressure, expanding pension market, promote the development of related pension the enterprise, at the same time we also found in the investigation and analysis of intelligent positioning endowment service supply subject to intelligent information and the low level of technology, intelligent service content breadth and depth, the elderly receive low endowment service intelligence. Based on the construction of Intelligent Community pension service model, from the service in the main, service operation platform and three elderly people were introduced to promote the intelligent community endowment service approach. Then according to the survey The problem, put forward to encourage diversification and actively participate in the intelligent pension services, deepen the application of intelligent technology in pension services, multi-level rich measures of intelligent pension services projects feasible. Intelligent pension services to the elderly in order to provide better service for the purpose, is a design including the government the family, society, multi system integration, is the pension service model innovation, is an important measure to achieve the low cost of providing the service, improve the system of social services is the only way which must be passed.
