【摘要】：在多邊氣候合作遭遇困局的背景下,外界期待中美雙方能在氣候合作上有所作為。隨著中美兩國(guó)國(guó)內(nèi)社會(huì)經(jīng)濟(jì)變化,以及"戰(zhàn)略與經(jīng)濟(jì)對(duì)話"等機(jī)制的協(xié)調(diào)作用,尤其是2014年11月《中美氣候變化聯(lián)合聲明》的發(fā)布,開啟了兩國(guó)氣候合作新篇章。文章考慮氣候危機(jī)和強(qiáng)化與美合作,尤其是中國(guó)當(dāng)下社會(huì)經(jīng)濟(jì)新常態(tài)下環(huán)境問(wèn)題的嚴(yán)峻形勢(shì)和國(guó)內(nèi)外減排壓力,結(jié)合后京都時(shí)代國(guó)際氣候合作現(xiàn)狀,立足中美氣候合作背景、可行性和挑戰(zhàn)進(jìn)行分析,借鑒美國(guó)對(duì)外環(huán)境合作實(shí)踐、中美碳交易實(shí)踐以及能源貿(mào)易問(wèn)題,提出了"債務(wù)轉(zhuǎn)為技術(shù)"模式、省市碳交易市場(chǎng)合作、強(qiáng)化能源貿(mào)易合作三個(gè)潛在合作方案,以期為后京都時(shí)代中美氣候合作研究提供新視角和新思路。
[Abstract]:Against the backdrop of the difficult situation in multilateral climate cooperation, the outside world expects China and the United States to make a difference in climate cooperation. With the socio-economic changes in China and the United States, as well as the coordinating role of mechanisms such as the "Strategic and Economic Dialogue," In particular, the release of the Sino-U.S. Joint statement on Climate change in November 2014 opened a new chapter in climate cooperation between the two countries. In particular, the severe situation of environmental problems under the new normal social and economic situation in China and the pressure at home and abroad to reduce emissions, combined with the current situation of international climate cooperation in the post-Kyoto era, are analyzed based on the background, feasibility and challenges of Sino-American climate cooperation. Drawing lessons from the practice of the United States' external environmental cooperation, the practice of carbon trading between China and the United States, and the energy trade problems, the paper puts forward three potential cooperation schemes of "debt to technology", cooperation of the provincial and municipal carbon trading markets, and enhancement of energy trade cooperation. In order to provide a new perspective and new ideas for the study of climate cooperation between China and the United States in the post-Kyoto era.
