【摘要】：授權型組織結構是基層民主選舉的一種新模式。隨著鄉(xiāng)鎮(zhèn)公推直選的逐步推進,從公推直選鄉(xiāng)鎮(zhèn)長發(fā)展到公推直選鄉(xiāng)鎮(zhèn)黨委書記及其領導班子,鄉(xiāng)鎮(zhèn)授權型組織結構中的權力、人員關系、規(guī)則等結構性要素在持續(xù)互動的過程中也遵循著一種制度變遷的周期規(guī)律,這種規(guī)律主導著鄉(xiāng)鎮(zhèn)授權型組織結構的變革活動。這種由外生力量驅動而成的組織結構形式,受到實際條件(經濟因素)、選舉行為者(社會因素)、制度供給(政治因素)的綜合影響。以鄉(xiāng)鎮(zhèn)公推直選主體行動者作為劃分依據,運用三組多案例的比較分析方法,將公推直選下的鄉(xiāng)鎮(zhèn)授權型組織結構概括為黨員授權、群眾授權、混合授權三大類實踐模式,根據案例和文獻資料歸納分析出一種鄉(xiāng)鎮(zhèn)授權型組織結構變革的生命周期理論模型,為鄉(xiāng)鎮(zhèn)組織結構變革研究提供一種新思路。
[Abstract]:The authorized organizational structure is a new mode of democratic election at the grass-roots level. With the gradual advancement of the public direct election in villages and towns, it has developed from the public election of directly elected township chiefs to the directly elected party secretaries of townships and townships and their leading bodies, as well as the power in the authorized organizational structure of townships and towns. In the process of continuous interaction, the structural elements such as personnel relations and rules also follow a periodic law of institutional changes. This law dominates the transformation of the township authorized organizational structure, a form of organizational structure driven by exogenous forces. Affected by the actual conditions (economic factors, electoral actors (social factors, institutional supply (political factors)). Based on the main actors of public and direct elections in villages and towns, the comparative analysis method of three groups of cases is used. This paper generalizes the authorized organization structure of villages and towns under the public direct election as three kinds of practice models: party member authorization, mass authorization and mixed authorization. According to the case and literature, this paper summarizes and analyzes a kind of life cycle theory model of village and township authorized organizational structure change, which provides a new way of thinking for the study of township organization structure change.
