【摘要】：熱點(diǎn)外交是中國新時(shí)期面臨的重要課題,其實(shí)質(zhì)是中國外交話語的實(shí)踐。敘利亞問題是當(dāng)今最大的熱點(diǎn),期間形成了具有示范意義的"中國方式"外交話語,構(gòu)成了中國熱點(diǎn)外交研究的典型案例。鑒于在該問題上西方對中國曾發(fā)起無端指責(zé)和包括"搭便車論"在內(nèi)的惡劣批評,中國熱點(diǎn)外交迫切需要從理論研究和實(shí)踐應(yīng)用層面積極應(yīng)對,打破西方話語的壟斷。立足本土的中國熱點(diǎn)外交話語研究為此提供了一種途徑。這一研究將梳理中國熱點(diǎn)外交的特點(diǎn)和內(nèi)涵,有助于還原一個(gè)文化的中國外交形象。本文以文化話語研究為理論指導(dǎo)和研究框架,闡釋了外交、話語與文化三者之間的辯證關(guān)系,批判地吸收了傳播學(xué)、國際關(guān)系學(xué)等其他學(xué)科以及話語研究的相關(guān)理論,相應(yīng)地提出了主體語料—輔助語料—語境語料結(jié)合的ABC語料分析模式和具體的研究方法,依據(jù)"中國方式"話語形成全過程的語料,全面分析了中國熱點(diǎn)外交話語在敘利亞問題上的實(shí)踐情況并討論了"中國方式"的話語特點(diǎn)與文化內(nèi)涵。在研究思路上,本文對敘利亞問題采用點(diǎn)面結(jié)合的方法,首先對"中國方式"話語中的言說主體、言說對象、言說方式以及話語內(nèi)容等要素進(jìn)行整體歷時(shí)的研究;其次以中方在聯(lián)合國安理會(huì)否決涉敘決議草案、敘利亞化武危機(jī)中中美俄話語研究和"中國方式"話語進(jìn)路為三個(gè)"點(diǎn)"進(jìn)行具體分析并分別作了更為細(xì)致而深入的討論,強(qiáng)調(diào)了超越"議程設(shè)置"的"話語設(shè)置"之爭在此類話語實(shí)踐中的重要作用。本文展示了解決敘利亞問題的"中國方式"的話語圖景,充分說明中國在敘利亞問題上不但沒有"搭便車",而且全方位綜合地進(jìn)行了包括勸和促談、推動(dòng)敘問題政治解決和敘利亞人民自主選擇道路等方向在內(nèi)的外交努力,體現(xiàn)出中方公正獨(dú)立、愛好和平的國家形象。解決熱點(diǎn)問題的"中國方式"不是一蹴而就而是在敘利亞問題的實(shí)踐中逐漸發(fā)展并最終形成的。"中國方式"話語實(shí)踐過程反映出漸進(jìn)型、學(xué)習(xí)型、發(fā)展型、示范型、有為型、文化型的話語特點(diǎn),以及體現(xiàn)中國傳統(tǒng)文化思想內(nèi)涵的價(jià)值觀、歷史觀、沖突觀、言行觀、秩序觀、天下觀和國際關(guān)系觀等文化特質(zhì)。在國際熱點(diǎn)頻發(fā)、中西力量發(fā)生深刻變化的今天,"中國方式"熱點(diǎn)外交面臨著在更多實(shí)踐中獲得歷練和進(jìn)一步發(fā)展的機(jī)遇,具有為世界和平貢獻(xiàn)中國力量的機(jī)會(huì),也是維護(hù)和建設(shè)中國外交形象的機(jī)會(huì);但同時(shí)無論在傳播實(shí)效、理論建設(shè)和實(shí)踐應(yīng)用方面"中國方式"依然存在進(jìn)一步完善的必要。
[Abstract]:Hot topic diplomacy is an important subject facing China in the new era, and its essence is the practice of Chinese diplomatic discourse. It constitutes a typical case study of China's hot diplomacy. In view of the unprovoked accusations and harsh criticism of China on this issue, including the "hitchhiking theory," China's hot diplomacy urgently needs to be actively addressed in terms of theoretical research and practical application. To break the monopoly of western discourse, it provides a way for the study of China's hot diplomatic discourse based on its native place. This research will sort out the characteristics and connotation of China's hot foreign policy. This paper takes the study of cultural discourse as the theoretical guidance and research framework, explains the dialectical relationship among diplomacy, discourse and culture, and critically absorbs the theory of communication. International relations and other disciplines, as well as the relevant theories of discourse research, put forward the ABC corpus analysis model and specific research methods of the combination of subject corpus, auxiliary corpus and context corpus. Based on the corpus of the whole process of the formation of the "Chinese style" discourse, this paper comprehensively analyzes the practice of the Chinese hot diplomatic discourse on the Syrian issue, and discusses the discourse characteristics and cultural connotation of the "Chinese style". In this paper, the author adopts a point-to-face approach to the Syrian issue. Firstly, the author studies the main body of speech, the object of speech, the mode of speech and the content of the discourse in the discourse of "Chinese style". Secondly, the Chinese side vetoed the Syrian-related draft resolution in the UN Security Council, the Sino-Russian discourse study and the "Chinese style" discourse approach in the chemical weapons crisis in Syria were concretely analyzed and discussed in more detail and in depth. This paper emphasizes the important role of "discourse setting" beyond "agenda setting" in the practice of this kind of discourse. This paper shows the discourse picture of the "Chinese way" to solve the Syrian problem. Fully illustrating that not only has China not "hitchhiked" on the Syrian issue, but it has also carried out diplomatic efforts in an all-round and comprehensive manner, including encouraging peace and promoting talks, promoting a political solution to the Syrian issue and the Syrian people's choice of road on their own. Reflecting the impartiality and independence of the Chinese side, A peace-loving national image. The "Chinese way" for solving hot issues is not achieved overnight but is gradually developed and finally formed in the practice of the Syrian issue. The discourse characteristics of developmental, exemplary, productive and cultural types, as well as the values, history, conflict, words and deeds, order, which embody the connotation of Chinese traditional culture, Cultural characteristics such as the view of the world and the view of international relations. With the frequent occurrence of international hot spots and the profound changes in the strength of China and the West, hot diplomacy of the "Chinese way" is faced with the opportunity to gain experience and further development in more practice. It is also an opportunity to maintain and build China's diplomatic image, but at the same time, there is still a need for further improvement of the "Chinese way" in terms of communication effect, theoretical construction and practical application.
