【摘要】：黨的十八屆三中全會明確提出全面深化改革的總目標(biāo)是"完善和發(fā)展中國特色社會主義制度",并把"推進協(xié)商民主廣泛多層制度化發(fā)展"作為全面深化改革的重要內(nèi)容進行部署。隨著社會主義市場經(jīng)濟在農(nóng)村的深入發(fā)展,現(xiàn)有的農(nóng)村基層民主方式已經(jīng)不能完全滿足農(nóng)民的利益訴求。因此,深入探討農(nóng)村基層協(xié)商民主制度面臨的問題及對策,對構(gòu)建中國農(nóng)村全方位、多領(lǐng)域、多層次、多角度的協(xié)商民主制度,緩解我國農(nóng)村社會主義建設(shè)中出現(xiàn)的各種矛盾,促進社會和諧有序發(fā)展具有極其重要的現(xiàn)實意義。
[Abstract]:The third Plenary session of the 18th CPC Central Committee clearly put forward that the overall goal of comprehensively deepening the reform is to "perfect and develop the socialist system with Chinese characteristics", and regard "promoting the extensive and multi-level institutional development of deliberative democracy" as the emphasis of the overall deepening of the reform. With the further development of the socialist market economy in rural areas, The existing rural grass-roots democratic methods can no longer fully meet the interests of farmers. Therefore, to probe into the problems and countermeasures faced by the rural grass-roots consultative democracy system in depth is of great importance to the construction of China's rural areas in all directions, in various fields and at various levels. It is of great practical significance for the multi-angle consultation democracy system to alleviate all kinds of contradictions in socialist construction in rural areas and to promote the harmonious and orderly development of society.
