【摘要】：協(xié)商民主理論是興起于20世紀(jì)90年代西方社會(huì)的一種新型民主政治理論模式。隨著改革開(kāi)放經(jīng)濟(jì)利益多元化的發(fā)展趨勢(shì),我們國(guó)家人民的民主觀念也日益逐漸增強(qiáng),包括對(duì)自我價(jià)值的肯定和實(shí)現(xiàn),對(duì)政治公共事務(wù)的參與以及對(duì)公民意愿的表達(dá)能力等。特別是黨的十八大上,把社會(huì)主義協(xié)商民主作為我國(guó)人民民主的重要形式,而是第一次提出"健全社會(huì)主義協(xié)商民主制度”的理念,協(xié)商民主受到了國(guó)內(nèi)前所未有的關(guān)注和重視,它也被正式的列入我國(guó)民主政治建設(shè)與發(fā)展的進(jìn)程上。其實(shí),國(guó)內(nèi)學(xué)術(shù)界近些年來(lái)已開(kāi)始結(jié)合中國(guó)的實(shí)際情況進(jìn)行協(xié)商民主理論的研究,本文就是在研究西方已經(jīng)較成熟的協(xié)商民主基本理論和民主政治制度體系結(jié)構(gòu)的基礎(chǔ)之上,結(jié)合我國(guó)不同時(shí)期協(xié)商民主理論的進(jìn)程和實(shí)際發(fā)展?fàn)顩r,對(duì)協(xié)商民主在我國(guó)民主政治發(fā)展中的價(jià)值和意義進(jìn)行深入的研究和探討,并且進(jìn)一步結(jié)合當(dāng)前國(guó)內(nèi)外實(shí)際狀況,探索出符合我國(guó)社會(huì)主義協(xié)商民主政治發(fā)展的路徑。本文內(nèi)容包括四章,第一章是協(xié)商民主在我國(guó)民主政治中的形成與發(fā)展。這一章主要從掌握和理解協(xié)商民主的涵義和歷史淵源來(lái)著手。協(xié)商民主最早在二十世紀(jì)后期成為學(xué)術(shù)界熱議的話題,西方協(xié)商民主理論的基礎(chǔ)以及社會(huì)主義協(xié)商民主在我國(guó)現(xiàn)當(dāng)代的發(fā)展,這兩者之間是一個(gè)歷史的理論觀點(diǎn)集成,也是馬克思主義政治民主理論發(fā)展的需要,縱觀這一理論的發(fā)展歷程可以比較全面科學(xué)的對(duì)我國(guó)協(xié)商民主發(fā)展的現(xiàn)代價(jià)值進(jìn)行一個(gè)準(zhǔn)確的定位。第二章是協(xié)商民主在我國(guó)民主政治中的價(jià)值成因分析。這一章著重分析了協(xié)商民主在我國(guó)民主政治中具有相對(duì)重要價(jià)值的主要原因。具體可以從三個(gè)方面進(jìn)行闡述:一是協(xié)商民主是我國(guó)民主政治發(fā)展的必然結(jié)果;二是協(xié)商民主符合馬克思主義政治民主理論的發(fā)展;三是協(xié)商民主符合當(dāng)前全球化時(shí)代特征。這三點(diǎn)是基于國(guó)內(nèi)外的實(shí)際狀況以及協(xié)商民主理論的研究分析得出協(xié)商民主具有現(xiàn)代價(jià)值的直接形成因素。第三章是協(xié)商民主在我國(guó)民主政治發(fā)展中的價(jià)值體現(xiàn)。這是論文的主干部分,協(xié)商民主在我國(guó)民主政治發(fā)展中的價(jià)值體現(xiàn),也就是協(xié)商民主在我國(guó)民主政治中所體現(xiàn)價(jià)值的基本內(nèi)容,主要包括五個(gè)部分,即協(xié)商民主可以協(xié)調(diào)社會(huì)各方面的利益沖突;協(xié)商民主能夠保證公民政治參與有序性;協(xié)商民主能夠促進(jìn)政府決策的合法化形成;協(xié)商民主可以培養(yǎng)公民精神和社會(huì)公共責(zé)任感;協(xié)商民主順應(yīng)我國(guó)漸進(jìn)性的政治改革發(fā)展之路。第四章是協(xié)商民主在我國(guó)民主政治發(fā)展中的運(yùn)行路徑選擇。這一章首先強(qiáng)調(diào)提高黨的領(lǐng)導(dǎo)水平和執(zhí)政能力建設(shè)水平的重要性,體現(xiàn)了黨在建設(shè)健全的社會(huì)主義協(xié)商民主制度與機(jī)制的帶頭作用。其次,創(chuàng)造多元政治文化和寬松安定的政治環(huán)境是協(xié)商民主的社會(huì)條件。最后,科學(xué)技術(shù)是第一生產(chǎn)力,科技的迅速發(fā)展也為創(chuàng)建和諧緊密的協(xié)商和民主渠道做出巨大的貢獻(xiàn)。通過(guò)這些實(shí)際可行的途徑選擇發(fā)揮協(xié)商民主的作用,實(shí)現(xiàn)中國(guó)社會(huì)主義協(xié)商民主的良好發(fā)展。
[Abstract]:The theory of deliberative democracy is a new democratic political theory model began in 1990s in western society. With the development trend of diversification of economic interests of reform and opening up, our country people's concept of democracy has gradually increased, and the realization of self value, the political participation in public affairs and citizen intention expression ability. Especially is the eighteen party, the socialist deliberative democracy as an important form of people's democracy in our country, but the first time put forward the "deliberative democracy and improve the socialist system" concept, deliberative democracy has been hitherto unknown domestic concern and attention, it has also been officially included in the construction and development of our country's democratic political process. In fact, in recent years, the domestic academic circles has been combined with the actual situation of the Chinese democratic theory of negotiation, this article is in on the west side has Based on the mature basic theory of deliberative democracy and democratic political system architecture, combined with the process of democratic theory in China in different periods of negotiation and the actual development situation, in-depth research and Discussion on the significance and value of deliberative democracy in China's democratic political development, and further combined with the current domestic and foreign situation, explore with the path of our socialist deliberative democracy political development. This article includes four chapters, the first chapter is the formation and development of democratic politics in China in deliberative democracy. This chapter mainly from the grasp and understand the connotation of deliberative democracy and deliberative democracy history to begin. The second chapter is the deliberative democracy in China's democratic politics value were also analyzed. This chapter focuses on the analysis of the negotiation the main reason of democracy has relatively important value in China's democratic politics. The concrete may be analyzed from three aspects: one is the deliberative democracy is the inevitable result of the development of China's democratic politics; two is the deliberative democracy in accordance with the development of Marx's theory of political democracy; deliberative democracy is three in line with the current era of globalization. The characteristics of these three points is to study the actual situation at home and abroad and the analysis of the theory of deliberative democracy is directly formed that deliberative democracy is a modern value based on factors. The third chapter is the deliberative democracy in our In the development of democratic politics embodies the value. The fourth chapter is the choice of path of deliberative democracy in China's democratic political development. This chapter emphasizes the importance of improving the party's leadership and the ruling ability construction level, embodies the party in the socialist deliberative democracy system and mechanism construction of sound Take the lead role. Secondly, the creation of pluralistic political culture and loose stable political environment is the social conditions of deliberative democracy.
