【摘要】：CD市工商業(yè)聯(lián)合會作為黨領(lǐng)導(dǎo)下的人民團體和商會組織,始終以服務(wù)全市非公有制經(jīng)濟發(fā)展為己任,在60多年的發(fā)展歷程中取得了豐碩業(yè)績,得到了社會各界的充分肯定。然而近年來,隨著時代快速發(fā)展和環(huán)境深刻變化,其逐漸面臨著越來越多的新問題和新挑戰(zhàn)。在組織文化領(lǐng)域,一些長期以來形成的現(xiàn)狀和問題制約著組織功能的有效發(fā)揮和組織績效的進(jìn)一步提升。因此,對CD市工商業(yè)聯(lián)合會組織文化進(jìn)行診斷分析,梳理剖析其現(xiàn)狀問題并加以改進(jìn)提高,對于提升CD市工商業(yè)聯(lián)合會的組織績效而言具有十分現(xiàn)實的意義和價值。本文以CD市工商業(yè)聯(lián)合會組織文化為研究對象,通過文獻(xiàn)研究、問卷調(diào)查、定量分析等研究方法,對其特征現(xiàn)狀和存在問題進(jìn)行診斷分析,并提出相應(yīng)的改進(jìn)對策和建議。本文創(chuàng)新之處在于:國內(nèi)對工商聯(lián)這種具有中國特色、兼具行政組織和經(jīng)濟組織二元復(fù)合角色特征的中間組織的組織文化研究基本上還處于空白狀態(tài),截至目前,本文研究課題上未見有公開發(fā)表的文章和論述。文中首先對國內(nèi)外組織文化領(lǐng)域的有關(guān)理論文獻(xiàn)和研究成果進(jìn)行綜述,并對CD市工商業(yè)聯(lián)合會的組織職能、架構(gòu)、制度、價值觀、績效指標(biāo)等相關(guān)研究背景進(jìn)行介紹。然后以Denison組織文化模型為基礎(chǔ),對CD市工商業(yè)聯(lián)合會組織文化進(jìn)行診斷分析,發(fā)現(xiàn)其主要存在整體強度不足、一致性特征相對突出、適應(yīng)性特征相對薄弱、使命及參與性特征表現(xiàn)一般、傾向于內(nèi)部關(guān)注和穩(wěn)定性、認(rèn)知上存在“短板”群體等幾方面的特征和問題;并從行政組織文化共性、工商聯(lián)組織文化二重性、區(qū)域文化滲透性、組織自身主觀能動性、員工群體差異性等方面對其成因進(jìn)行探討。最后針對上述特征問題及其成因,提出建立健全組織文化制度機制,建設(shè)強力型組織文化,建設(shè)學(xué)習(xí)型組織和服務(wù)型組織,建設(shè)積極的組織文化,推進(jìn)組織信息化建設(shè),以組織領(lǐng)導(dǎo)者為突破口等改進(jìn)對策和建議。
[Abstract]:As a people's organization and chamber of commerce under the leadership of the Party, CD City Industry and Commerce Federation has always been responsible for serving the development of the non-public sector of the economy in the city, and has made fruitful achievements in the course of more than 60 years of development. However, in recent years, with the rapid development of the times and profound changes in the environment, it is gradually facing more and more new problems and challenges. In the field of organizational culture, Some of the status quo and problems that have been formed for a long time restrict the effective exertion of organizational function and the further improvement of organizational performance. Therefore, the organization culture of CD City Federation of Industry and Commerce is diagnosed and analyzed. It is of practical significance and value to improve the organizational performance of CD City Federation of Industry and Commerce by combing and analyzing its present problems and improving it. This paper takes the organizational culture of CD City Industry and Commerce Federation as the research object, and through the literature research, The research methods of questionnaire survey and quantitative analysis are used to diagnose and analyze the characteristics and problems, and the corresponding countermeasures and suggestions are put forward. The innovation of this paper lies in the fact that the Federation of Industry and Commerce has Chinese characteristics in China. The study of the organizational culture of the intermediate organizations, which have the dual roles of administrative organizations and economic organizations, is basically still in a blank state. Up to now, In this paper, there are no published articles and discourses. Firstly, this paper summarizes the relevant theoretical literature and research results in the field of organizational culture at home and abroad, and gives an overview of the organization function, structure, system of CD City Federation of Industry and Commerce. On the basis of the Denison organizational culture model, the paper makes a diagnosis and analysis of the organization culture of CD City Federation of Industry and Commerce, and finds that the overall strength of the organization culture is insufficient. The consistency feature is relatively prominent, the adaptability characteristic is relatively weak, the mission and the participation characteristic performance is general, inclines to the internal concern and the stability, the cognition has the "short board" the group and so on several aspects characteristic and the question; And from the administrative organization culture commonness, the industry and commerce federation organization culture duality, the regional culture permeation, the organization itself subjective initiative, the staff group difference and so on aspect carries on the discussion to its cause of formation. Finally, aims at the above characteristic question and its cause of formation. It is proposed to establish and perfect the institutional mechanism of organizational culture, to build a strong organizational culture, to build a learning organization and a service-oriented organization, to build a positive organizational culture, and to promote the construction of organizational information. Take the organization leader as the breakthrough and so on improvement countermeasure and the suggestion.
