【摘要】：根據(jù)廣州市公布的2013年老年人口和老齡事業(yè)數(shù)據(jù),廣州市目前60歲以上的戶籍老年人已超過133萬,占戶籍人口的16.03%。按照國際慣例,60周歲以上人口占總?cè)丝诒壤_(dá)到10%即已進(jìn)入老齡化社會。可見,廣州市已初步進(jìn)入中度老齡化社會。當(dāng)前,傳統(tǒng)家庭養(yǎng)老模式壓力與日劇增,老年問題日益突出,養(yǎng)老工作面臨巨大挑戰(zhàn)。在此背景下,總結(jié)社區(qū)養(yǎng)老服務(wù)的現(xiàn)狀,探索社區(qū)養(yǎng)老途徑,彌補(bǔ)家庭養(yǎng)老和機(jī)構(gòu)養(yǎng)老的不足,具有顯見的理論意義和實(shí)踐價(jià)值。近年來,廣州市政府著力推進(jìn)社區(qū)服務(wù)的完善,努力構(gòu)建良好的社區(qū)養(yǎng)老平臺,但是,在實(shí)踐的過程中受到一定的現(xiàn)實(shí)阻礙,發(fā)展緩慢。本文以廣州市前進(jìn)街迎彩社區(qū)為研究個(gè)案,通過對該社區(qū)老年人養(yǎng)老需求與社區(qū)養(yǎng)老服務(wù)現(xiàn)狀的考察,以期把握迎彩社區(qū)養(yǎng)老服務(wù)現(xiàn)狀和可能存在的問題,并在深入分析產(chǎn)生問題原因的基礎(chǔ)上,借鑒國內(nèi)外優(yōu)秀的社區(qū)養(yǎng)老服務(wù)經(jīng)驗(yàn),從發(fā)揮社會、政府和社區(qū)各方協(xié)同力量,整合社區(qū)養(yǎng)老服務(wù)資源等方面,提出完善迎彩社區(qū)養(yǎng)老服務(wù)的對策建議。本文分為六部分。第一部分包括本文的研究背景、研究意義、研究內(nèi)容和方法、國內(nèi)外文獻(xiàn)綜述。第二部分列舉社區(qū)養(yǎng)老服務(wù)的核心概念及理論依據(jù)。第三部分介紹廣州市前進(jìn)街迎彩社區(qū)養(yǎng)老服務(wù)現(xiàn)狀調(diào)查的內(nèi)容和結(jié)果。第四部分闡述迎彩社區(qū)養(yǎng)老服務(wù)存在的問題,并分析了產(chǎn)生問題的原因。第五部分總結(jié)英國、美國、日本、香港和杭州等地的優(yōu)秀社區(qū)養(yǎng)老服務(wù)經(jīng)驗(yàn)。第六部分針對完善迎彩社區(qū)養(yǎng)老服務(wù)提出相關(guān)的對策建議。
[Abstract]:According to the data released by Guangzhou on 2013 on the elderly population and the cause of the elderly, at present, there are more than 1.33 million elderly registered residents over 60 years old in Guangzhou. Accounting for 16.03. according to international practice, the proportion of the population over 60 years old to the total population has entered an aging society. It can be seen that Guangzhou has initially entered a moderately aging society. At present, the pressure of the traditional family pension model has increased dramatically. The problem of old age is becoming more and more prominent, and the old-age care work is facing great challenges. In this context, the paper summarizes the present situation of community pension service, explores the ways of community old-age care, and makes up for the shortage of family and institutional old-age care. In recent years, the Guangzhou Municipal Government has been trying to promote the improvement of community services, and strive to build a good community pension platform. However, in the process of practice, there are some practical obstacles. The development is slow. This paper takes the Yingcai community in Qianjie of Guangzhou as a case study, through the investigation of the needs of the elderly in this community and the current situation of the community old-age care service, in order to grasp the present situation and possible problems of the community pension service in Yingcai community. And on the basis of in-depth analysis of the causes of the problems, draw lessons from the excellent experience of community pension services at home and abroad, from the social, government and community parties to coordinate strength, integration of community pension services resources, etc. This paper is divided into six parts. The first part includes the research background, research significance, research contents and methods. The second part enumerates the core concept and theoretical basis of community pension service. The third part introduces the contents and results of the investigation on the present situation of the community pension service in Qianjie, Guangzhou. Part 4th expounds the introduction of Yingcai. Problems in community pension services, Part 5th summarizes the experience of excellent community pension service in Britain, the United States, Japan, Hong Kong and Hangzhou. Part 6th puts forward some countermeasures and suggestions to improve the community pension service.
