合肥市政府購買社區(qū)居家養(yǎng)老服務(wù)調(diào)查研究

【摘要】:合肥市自2007年已經(jīng)步入人口老齡化城市行列,老齡化水平高于全國平均水平,養(yǎng)老問題日益凸顯。截至"十二五末",合肥市60周歲以上老年人口為126.38萬人,占戶籍總?cè)丝诘?7.56%,比"十一五"末上升3.79個(gè)百分點(diǎn)。其中,65周歲以上老年人口為87.03萬人,占人口的11.6%,上升2.45個(gè)百分點(diǎn),比全國平均水平高1.1個(gè)百分點(diǎn),其中超過80周歲的老年人有18.34萬人,超過100歲的老人有369人。城市老年人空巢家庭比例約為49%,預(yù)計(jì)到"十三五"末,合肥市老年人口將占戶籍人口總數(shù)的比例,達(dá)到或超過20%。面對人口老齡化日益嚴(yán)重以及空巢老人數(shù)量增加的雙重壓力,使得養(yǎng)老服務(wù)日漸得到全社會的重視。全社會對于養(yǎng)老服務(wù)的需求也日漸增加,面對這種需求,我們傳統(tǒng)在家庭中養(yǎng)老的方式存在很多弊端,其功能不斷弱化;機(jī)構(gòu)養(yǎng)老方式也就是我們所講的養(yǎng)老院,一方面中國人的傳統(tǒng)思想文化還是比較排斥將老人送到養(yǎng)老院中去,另一方面機(jī)構(gòu)養(yǎng)老還處在發(fā)展階段,其在很多方面不能很好地滿足老人的需求。針對這種養(yǎng)老現(xiàn)狀,合肥市政府在2013年起正式啟動政府購買居家養(yǎng)老服務(wù)項(xiàng)目,為符合條件的老人,購買每月價(jià)值六百元的居家養(yǎng)老服務(wù)券,并且以政府出資補(bǔ)貼的方式在社區(qū)內(nèi)創(chuàng)建社區(qū)居家養(yǎng)老服務(wù)中心,以此來解決老人的生理和心理上的問題。合肥市通過這幾年的摸索研究,其政府購買社區(qū)居家養(yǎng)老服務(wù)已取得一定不錯(cuò)的效果,但其中還存在一些問題。本文采用文獻(xiàn)研究、實(shí)證研究以及訪談三種方法來研究當(dāng)前合肥市政府所購買社區(qū)居家養(yǎng)老服務(wù)的現(xiàn)狀,結(jié)合實(shí)際情況來總結(jié)合肥市政府出資購買社區(qū)居家養(yǎng)老服務(wù)的初衷,購買居家養(yǎng)老服務(wù)對老年人所帶來的好處以及目前在實(shí)施階段所存在的難題,并針對難題研究出解決的對策建議。第一章是緒論,包括介紹研究背景及意義,國內(nèi)外研究現(xiàn)狀,采用何種研究方法以及介紹政府購買社區(qū)居家養(yǎng)老相關(guān)內(nèi)涵;第二章是從當(dāng)前合肥市政府購買社區(qū)居家養(yǎng)老服務(wù)的基本情況、購買的原因兩方面來介紹政府購買社區(qū)居家養(yǎng)老服務(wù);第三章是分析研究目前合肥市政府在購買社區(qū)居家養(yǎng)老服務(wù)過程中所面臨的一些難題;第四章是針對合肥市政府在購買社區(qū)居家養(yǎng)老服務(wù)過程中面臨的難題提出相應(yīng)的對策建議,從而促進(jìn)政府更好的開展購買居家養(yǎng)老服務(wù)的工作,促進(jìn)合肥市居家養(yǎng)老服務(wù)更好的發(fā)展,為合肥市老年人提供更優(yōu)質(zhì)、更能滿足其需求的服務(wù);第五章是針對全文做出總結(jié),更好的解決當(dāng)前嚴(yán)峻養(yǎng)老問題。
[Abstract]:Since 2007, Hefei has stepped into the ranks of the aging population, the aging level is higher than the national average, and the problem of providing for the aged has become increasingly prominent. By the end of the 12th Five-Year Plan, there were one million two hundred and sixty-three thousand and eight hundred elderly people aged 60 or above in Hefei. Accounting for 17.56percentage points of the total household registration population, an increase of 3.79 percentage points over the end of the Eleventh Five-Year Plan. Among them, the elderly population aged 65 and above is 870,300, accounting for 11.6 percentage points of the population, up 2.45 percentage points, 1.1 percentage points higher than the national average. Among them, there are 183,400 elderly people over the age of 80 and 369 people over the age of 100. The proportion of empty nest families among the urban elderly is about 49. It is estimated that by the end of the 13th Five-Year Plan, the elderly population in Hefei will account for the proportion of the total household registration population. In the face of the double pressure of the aging population and the increase in the number of empty nesters, the old-age care services are increasingly valued by the whole society. The demand for pension services in the whole society is also increasing day by day. Faced with this kind of demand, Our traditional way of providing for the aged in the family has many drawbacks, and its function is constantly weakening. The institutional way of providing for the aged is also called the nursing home. On the one hand, the traditional Chinese ideology and culture are still more resistant to sending the elderly to a nursing home. On the other hand, the institutional pension is still in the development stage, and it can not meet the needs of the elderly in many aspects. In view of this situation, the Hefei municipal government officially launched the government purchase of the home pension service project in 2013. In order to meet the requirements of the elderly, purchase a monthly home pension service voucher worth 600 yuan, and establish a community home pension service center in the community by way of government subsidy. In order to solve the physical and psychological problems of the elderly, Hefei City has achieved some good results in purchasing community home pension services through the exploration and study of the past few years, but there are still some problems among them. Empirical research and interviews to study the current situation of Hefei municipal government to buy community home pension services, combined with the actual situation to summarize the original intention of Hefei municipal government to buy community home pension services. The benefits of buying home care services for the elderly and the problems existing in the implementation stage are also discussed. The first chapter is the introduction, including the introduction of the research background and significance, the current research situation at home and abroad, and the countermeasures and suggestions to solve the problems. The second chapter is about the basic situation of purchasing community home pension service from Hefei municipal government. The third chapter is to analyze and study some difficult problems faced by Hefei municipal government in the process of purchasing community home pension service. Chapter 4th is aimed at Hefei municipal government in the process of purchasing community home pension service problems faced by the corresponding countermeasures and suggestions, so as to promote the government to better carry out the work of purchasing home pension services. To promote the better development of home pension services for the elderly in Hefei to provide better quality, more can meet their needs of services; chapter 5th is to summarize the full text, better solve the current severe pension problems.
