【摘要】：一定意義上,孤立主義源于美國(guó),它的出現(xiàn)和存在與美國(guó)國(guó)家的發(fā)展成長(zhǎng)密切關(guān)聯(lián)。美國(guó)首任總統(tǒng)華盛頓任期期滿時(shí)發(fā)表的"告別演說",被視作美國(guó)孤立主義對(duì)外政策的綱領(lǐng),并被此后歷屆美國(guó)政府所遵循。從美國(guó)歷史可以看出,孤立主義是在美國(guó)獨(dú)立后國(guó)力處于相對(duì)弱勢(shì)情況下的一種明智的政策選擇,為美國(guó)的發(fā)展贏得了時(shí)間和空間,而遠(yuǎn)離歐洲大陸以及國(guó)家兩側(cè)是大洋的地理環(huán)境優(yōu)勢(shì),則為這一政策的成功實(shí)施提供了重要地緣條件。從特朗普一系列政策主張和實(shí)踐來(lái)看,他有自己的一套思維基礎(chǔ)和理念框架,這些思想和政策都反映出濃重的孤立主義意味與色彩。孤立主義思潮來(lái)勢(shì)兇猛,但縱觀世界,全球化仍在強(qiáng)勁發(fā)展,所蘊(yùn)含的力量要比孤立主義更強(qiáng)大。孤立主義政策也許有助于解決美國(guó)等一些國(guó)家存在的個(gè)別問題,但不可能解決所有問題。在當(dāng)今這個(gè)時(shí)代,孤立主義不可能維持長(zhǎng)久,更不可能在全球范圍內(nèi)泛濫。
[Abstract]:In a sense, isolationism originates from the United States, and its emergence and existence are closely related to the development and growth of the United States. The "farewell speech" delivered by the first President of the United States at the end of his term in Washington was regarded as a platform for American isolationist foreign policy. And was followed by successive US governments. From the history of the United States, we can see that isolationism is a wise policy choice in a relatively weak situation in the country's national strength after independence, which has bought time and space for the development of the United States. The geographical and environmental advantages of being far away from the European continent and the oceans on both sides of the country provide important geographical conditions for the successful implementation of this policy. Judging from a series of Trump policy proposals and practices, He has his own thinking base and framework of ideas and policies that reflect a strong sense and color of isolationism. The trend of thought of isolationism is fierce, but throughout the world globalization is still developing strongly. The power behind it is stronger than isolationism. Isolationist policies may help solve individual problems in some countries, such as the United States, but they cannot solve all of them. In this age, isolationism cannot last long. It is even less likely to spread across the globe.
