香港特區(qū)公務(wù)人員國際觀培養(yǎng)研究

【摘要】:全球化帶動了人類的發(fā)展,也打破了國與國之間的藩籬,時空縮小讓國內(nèi)競爭早已發(fā)展到區(qū)域競爭和國際競爭,如何在全球化的世界占得一席之地,具備“國際觀”,有效“觀國際”,已經(jīng)成為各國各地區(qū)政府必備且重要的課題。政府在這波全球化的浪潮中,如何扮演領(lǐng)頭羊的角色,事關(guān)其在區(qū)域或國際競爭力的提升或沉淪,而肩負政策制定和執(zhí)行的政府公務(wù)人員,是否具有正確的國際觀和寬廣的國際視野,更是政策前瞻穩(wěn)固的盤石。面臨嚴峻挑戰(zhàn)和激烈競爭,香港特區(qū)政府從20世紀末即投入大量的精力和資源,加大開發(fā)公務(wù)人員素質(zhì)的力度和廣度,從整體上對公務(wù)人員的國際觀進行架構(gòu)和培養(yǎng),以期提升公務(wù)人力的國際化視野和國際化技能。通過十余年的探索和實踐,香港特區(qū)政府不僅建立了較為全面的公務(wù)人員國際觀培養(yǎng)體系,更在此基礎(chǔ)上打造了一支具有國際競爭力的公務(wù)人員隊伍,在全球化浪潮中發(fā)揮出了整體大于部分之和的政府功效,適應(yīng)了地區(qū)經(jīng)濟轉(zhuǎn)型和參與國際競爭的需要。本文重點采用了案例分析法,以香港特區(qū)政府公務(wù)人員國際觀培養(yǎng)這一新生事件為例,通過對國際觀的定義、公務(wù)人員的國際觀在新時代的科學(xué)內(nèi)涵等核心概念的解釋和闡述,運用系統(tǒng)權(quán)變管理理論、戰(zhàn)略人力資源管理理論為理論支撐,追根溯源,找到香港特區(qū)政府培養(yǎng)公務(wù)人員國際觀的緣由和出發(fā)點,從內(nèi)容、途徑、方法、特色、效果、啟示等幾個方面深入剖析了香港特區(qū)政府在公務(wù)人員國際觀培養(yǎng)方面的操作模式。并且,本文也在檢視了香港特區(qū)政府對公務(wù)人員國際觀培養(yǎng)的操作模式的局限、總結(jié)了香港模式的經(jīng)驗教訓(xùn)的基礎(chǔ)上,從內(nèi)地政府和公務(wù)人員自身兩個不同的角度,為今后內(nèi)地政府機構(gòu)培養(yǎng)公務(wù)人員國際觀,精進公務(wù)人員素質(zhì),提升公務(wù)人員國際競爭力,提供了一些切實的建議和有益的參考意見。全文共五章,第一章提出本文研究的問題、選題的意義,并陳述文獻研究的現(xiàn)狀;第二章整理了本文的核心概念和理論基礎(chǔ);第三章具體分析了香港特區(qū)政府公務(wù)人員國際觀培養(yǎng)的緣起、內(nèi)容、途徑和方法;第四章闡述總結(jié)了香港特區(qū)政府公務(wù)人員國際觀培養(yǎng)的特色、效果和局限;第五章在分析香港特區(qū)政府公務(wù)人員國際觀培養(yǎng)的啟示基礎(chǔ)上,提出了內(nèi)地政府公務(wù)人員國際觀培養(yǎng)的建議。
[Abstract]:Globalization has promoted the development of human beings and broken down the barriers between countries. The narrowing of time and space has allowed domestic competition to develop into regional and international competition, so how to gain a place in the globalized world. Having an "international outlook" and an effective "international view" have become an essential and important issue for governments of all countries and regions. In this wave of globalization, how the government plays the leading role is related to the promotion or decline of its regional or international competitiveness. And whether the government officials who are responsible for the formulation and implementation of policies have the correct international outlook and broad international vision, they are faced with severe challenges and fierce competition. Since the end of 20th century, the Hong Kong Special Administrative region Government has invested a great deal of energy and resources to enhance the strength and breadth of the development of the quality of public servants, so as to structure and train the international outlook of public servants as a whole. Through more than 10 years of exploration and practice, the Hong Kong Special Administrative region Government has not only established a more comprehensive training system for the international outlook of civil servants, On this basis, we have created a team of civil servants with international competitiveness, and in the tide of globalization, we have played the role of government as a whole more than a part of the sum. It adapts to the needs of regional economic transformation and participation in international competition. This paper focuses on the use of case analysis, taking the international view of the Hong Kong Special Administrative region Government as an example, through the definition of international view. The interpretation and exposition of the core concepts such as the scientific connotation of the international view of public servants in the new era, the application of the theory of system contingency management, the theory of strategic human resources management as the theoretical support, tracing back to the source. To find out the reasons and starting points for the Hong Kong Special Administrative region Government to cultivate the international outlook of public servants, from the content, ways, methods, characteristics and effects. The enlightenment and other aspects have deeply analyzed the operation mode of the Hong Kong Special Administrative region Government in the training of the international view of public servants. Moreover, this paper also examines the limitations of the operation mode of the Hong Kong Special Administrative region Government on the training of the international outlook of public servants. On the basis of summing up the experience and lessons of the Hong Kong model, from the two different angles of the mainland government and the public servants themselves, this paper trains the international outlook of the public servants for the mainland government institutions in the future, improves the quality of the public servants, and promotes the international competitiveness of the public servants. It provides some practical suggestions and useful suggestions. The first chapter puts forward the problems of this paper, the significance of the topic, and the status quo of the literature research, the second chapter arranges the core concepts and theoretical basis of this paper. The third chapter analyzes the origin, content, ways and methods of the international view cultivation of the Hong Kong Special Administrative region (HKSAR) government civil servants, and the 4th chapter summarizes the characteristics, effects and limitations of the training of the Hong Kong SAR government civil servants' international outlook. On the basis of analyzing the enlightenment of the training of the international view of the public servants of the Hong Kong Special Administrative region (HKSAR), Chapter 5th puts forward some suggestions on the cultivation of the international view of the civil servants of the mainland government.
