【摘要】：我國的環(huán)境污染鄰避沖突近年來呈現(xiàn)出愈演愈烈之勢。有效和有序的公民參與在解決環(huán)境污染型鄰避沖突中發(fā)揮著重要作用。本文基于公民參與的主體、形式和程度三個維度構(gòu)建環(huán)境污染型鄰避沖突中公民參與的靜態(tài)機制;結(jié)合公民參與的靜態(tài)分析要素,將公民參與置于環(huán)境污染型鄰避沖突的動態(tài)演化進程中予以分析,具體考察沖突醞釀期、沖突累積期、沖突爆發(fā)期和沖突平息期各階段中公民參與的特征,發(fā)現(xiàn)其不足和缺陷,并引入杭州中泰垃圾焚燒廠鄰避沖突中的公民參與典型案例予以分析;從政府和公民互動角度提出完善公民參與的相關(guān)政策建議。
[Abstract]:In recent years, the neighboring conflict avoidance of environmental pollution in our country has become more and more intense. Effective and orderly citizen participation plays an important role in solving the environmental pollution neighbor conflict. This paper is based on the main body of citizen participation. Form and degree three dimensions to construct the static mechanism of citizen participation in the environmental pollution-type neighbor conflict avoidance, combined with the static analysis elements of citizen participation, put citizen participation in the dynamic evolution process of environmental pollution-type neighbor conflict avoidance. Examining the characteristics of citizen participation in each stage of conflict brewing period, conflict accumulation period, conflict outbreak period and conflict settling period, and finding its shortcomings and defects. The typical case of citizen participation in the conflict avoidance of Hangzhou Zhongtai waste incinerator is introduced, and the relevant policy suggestions on how to perfect citizen participation are put forward from the angle of government and citizen interaction.
