【摘要】：在全球老齡化的趨勢(shì)下，我國(guó)正在經(jīng)歷著老年型的人口結(jié)構(gòu)變化。伴隨公共服務(wù)、醫(yī)療衛(wèi)生的持續(xù)改善，老年人帶慢性疾病的、喪失自理能力的時(shí)間也在延長(zhǎng)，這一部分群體，即我們所謂的失能老人。他們的日常生活完全依賴他人，在有限資源、競(jìng)爭(zhēng)激烈的環(huán)境下難以得到尊重，成為被符號(hào)化的弱勢(shì)群體，飽受疾病與偏見的雙重折磨。長(zhǎng)期以來，在我國(guó)高血壓、冠心病等慢性病患病率居高不下的背景下，老人中失能的發(fā)生率持續(xù)增加，可以預(yù)見未來老年人口對(duì)長(zhǎng)期照護(hù)的需求仍將不斷擴(kuò)大。與之相對(duì)應(yīng)的是，我國(guó)針對(duì)失能老人群體的穩(wěn)定服務(wù)體系并不完善，家庭、機(jī)構(gòu)、社區(qū)照護(hù)都存在一定的問題。在現(xiàn)代化日益發(fā)展的今天，老年人是否得到穩(wěn)定的照護(hù)與關(guān)懷是衡量一個(gè)國(guó)家社會(huì)穩(wěn)定與和諧的重要標(biāo)志。對(duì)失能老人群體的研究,并提出有益的對(duì)策，對(duì)推進(jìn)我國(guó)和諧社會(huì)的現(xiàn)代化進(jìn)程具有重要的現(xiàn)實(shí)意義。基于此，本文通過文獻(xiàn)研究法、問卷調(diào)查法、案例分析法等方法對(duì)我國(guó)失能老人照護(hù)存在問題與解決思路進(jìn)行歸納與分析，并通過對(duì)21位失能老人為實(shí)例調(diào)查，發(fā)現(xiàn)我國(guó)城市失能老人照護(hù)過程中存在社會(huì)參與率較低，家庭照護(hù)壓力過大等不足。在此基礎(chǔ)上，提出政府應(yīng)加大扶持力度；重塑“孝”價(jià)值觀；完善老年照護(hù)法律等對(duì)策。 本文在第一章中，介紹論題提出研究背景，國(guó)內(nèi)外相關(guān)研究現(xiàn)狀并予以總結(jié)，對(duì)一些重要的概念進(jìn)行了界定。第二章主要闡述了我國(guó)失能老人現(xiàn)狀趨勢(shì)及其可能對(duì)社會(huì)造成的影響，為調(diào)查與分析做出鋪墊。在第三章中，為了解我國(guó)失能老人照護(hù)現(xiàn)狀，采用訪談?wù){(diào)查方式對(duì)廈門市與龍巖市2個(gè)城市，21個(gè)失能老人及其照護(hù)者進(jìn)行調(diào)查，并對(duì)現(xiàn)狀與問題的成因進(jìn)行分析，為我國(guó)失能老人照護(hù)服務(wù)支持的完善提供依據(jù)。第四章中，通過對(duì)機(jī)構(gòu)失能老人照護(hù)服務(wù)進(jìn)行調(diào)查，對(duì)發(fā)現(xiàn)的問題加以分析與評(píng)價(jià)。第五章結(jié)合所閱讀資料，對(duì)造成我國(guó)城市失能老人照護(hù)問題的原因進(jìn)行進(jìn)一步分析。第六章通過調(diào)查中所發(fā)現(xiàn)的問題結(jié)合國(guó)外照護(hù)經(jīng)驗(yàn)與我國(guó)現(xiàn)實(shí)國(guó)情的基礎(chǔ)上提出針對(duì)失能老人照護(hù)支持的幾點(diǎn)建議。第七章做出結(jié)論與展望。由于知識(shí)與資料收集的限制，本文所做的研究仍是初步的，，不夠深入和全面，在今后的學(xué)習(xí)與研究中，將進(jìn)一步完善其中不足。
[Abstract]:Under the trend of global aging, our country is experiencing a demographic change of the elderly type. With the continuous improvement of public services and health care, the elderly with chronic diseases are losing their ability to take care of themselves for a longer period of time, which is a part of the population. That is, the so-called disabled old people, whose daily lives are completely dependent on others, are difficult to respect in a limited resource and competitive environment, become a symbolic vulnerable group, and suffer from the double torment of disease and prejudice for a long time. Under the background of high prevalence of hypertension, coronary heart disease and other chronic diseases, the incidence of disability among the elderly continues to increase. It can be predicted that the demand for long-term care of the elderly population will continue to expand in the future. The stable service system for the disabled elderly in our country is not perfect. There are some problems in family, institution and community care. Today, with the development of modernization, Whether the elderly get stable care and care is an important symbol to measure the social stability and harmony of a country. It is of great practical significance to promote the modernization process of harmonious society in our country. Based on this, this paper adopts the method of literature research, questionnaire survey, This paper summarizes and analyzes the existing problems and solutions of disabled elderly care in China by case analysis, and through the investigation of 21 disabled elderly people as an example, finds that there is a low social participation rate in the process of urban disabled elderly care in China. On the basis of this, the government should strengthen the support, reshape the "filial piety" value, perfect the law of care for the elderly and so on. In the first chapter, this paper introduces the research background of the thesis, and summarizes the related research situation at home and abroad. Some important concepts are defined. The second chapter mainly describes the current situation of disabled elderly in China and its possible impact on society, laying the groundwork for investigation and analysis. In the third chapter, in order to understand the current situation of care for disabled elderly in China, In this paper, 21 disabled elderly and their caregivers in two cities of Xiamen and Longyan are investigated, and the current situation and causes of the problems are analyzed, which provides the basis for the improvement of care service support for disabled elderly in China. Chapter 4th, Through the investigation of institutional care services for the disabled elderly, the problems found are analyzed and evaluated. Chapter 5th combines the reading data, This paper further analyzes the causes of the problem of urban disabled elderly care in our country. Chapter 6th puts forward the support for disabled elderly care on the basis of the problems found in the investigation and the experience of foreign countries and the actual situation of our country. Several suggestions. Chapter 7th draws conclusions and prospects. Due to the limitations of knowledge and data collection, The research done in this paper is still preliminary, not deep and comprehensive, and will be further improved in the future study and research.
