【摘要】：近年來,無論是政府還是社會(huì)組織把殘疾人救助作為一項(xiàng)緊迫而重要的任務(wù)。隨著經(jīng)濟(jì)的發(fā)展,對沒有生活和生存能力的殘疾人進(jìn)行救助,是我們社會(huì)文明程度的一個(gè)標(biāo)志,也是構(gòu)建和諧社會(huì)和全面建成小康社會(huì)的需求。內(nèi)蒙古政府是殘疾人救助的主體,面對數(shù)量眾多且增速快的殘疾人群體,主要依靠殘疾人聯(lián)合會(huì)和民政局兩大機(jī)構(gòu)通過完善社會(huì)救助服務(wù)制度、政策、財(cái)政補(bǔ)貼等對殘疾人進(jìn)行救助,救助內(nèi)容、形式的單一不能滿足殘疾人特殊復(fù)雜的需求。社會(huì)組織的興起和發(fā)展為殘疾人的救助帶來了新契機(jī),但是內(nèi)蒙古社會(huì)組織參與殘疾人的救助還處于初級階段,不論是外部政策、法規(guī)、監(jiān)管還是內(nèi)部自身能力建設(shè)都存在許多問題,本文通過資料數(shù)據(jù)的搜集,分析概括內(nèi)蒙古地區(qū)社會(huì)組織參與殘疾人救助的現(xiàn)狀,并通過借鑒國內(nèi)外社會(huì)組織參與殘疾人救助的成功經(jīng)驗(yàn)和啟示,提出了針對內(nèi)蒙古社會(huì)組織參與殘疾人救助的建議和相關(guān)對策,從而來促進(jìn)內(nèi)蒙古社會(huì)組織參與殘疾人救助的效率和質(zhì)量,為殘疾人提供更全面多樣的救助服務(wù)。
[Abstract]:In recent years, both the government and social organizations have taken the aid of the disabled as an urgent and important task. With the development of the economy, it is a symbol of the degree of civilization of our society to provide assistance to the disabled who do not have the means to live and survive. The Inner Mongolia government is the main body of disabled people's assistance, facing the large number and rapid growth of the disabled group, the Inner Mongolia government is also the need to build a harmonious society and build a well-off society in an all-round way. Mainly relying on the disabled Persons Federation and the two major institutions of the Civil Affairs Bureau to provide assistance and relief to the disabled through improving the social assistance service system, policies, financial subsidies, etc. The emergence and development of social organizations have brought a new opportunity for the disabled people's assistance, but the Inner Mongolia social organizations' participation in the disabled's assistance is still in the initial stage, regardless of the external policy, the development of social organizations can not meet the special and complex needs of the disabled. There are many problems in laws, regulations, supervision or internal capacity-building. Through collecting data, this paper analyzes and generalizes the current situation of social organizations in Inner Mongolia participating in disability assistance. And through drawing lessons from the successful experience and enlightenment of social organizations at home and abroad to participate in the disabled assistance, this paper puts forward some suggestions and relevant countermeasures for the social organizations in Inner Mongolia to participate in the disabled assistance. So as to promote the efficiency and quality of social organizations in Inner Mongolia to participate in the disabled assistance, to provide more comprehensive and diverse assistance services for the disabled.
