【摘要】：解決養(yǎng)老方面的需求是社會(huì)保障的一個(gè)重要部分,養(yǎng)老問(wèn)題的解決關(guān)乎社會(huì)的發(fā)展,這決定了養(yǎng)老問(wèn)題的解決對(duì)于維護(hù)和保障生活,公民是否可以享受正常的生活發(fā)揮著重要的作用。目前,仍有很多的老年人口沒(méi)有辦法依靠自己的力量解決養(yǎng)老問(wèn)題,依靠政府的幫助就顯得十分必要,保障他們的基本生活,讓那些生活上可以自我照顧的老年人甚至是可以照顧其他老年人的群體生活在一起。這也是中國(guó)特色社會(huì)保障應(yīng)有之義。當(dāng)務(wù)之急是探索適合我國(guó)國(guó)情的多種模式的社會(huì)保障制度,重中之重則是養(yǎng)老問(wèn)題的解決。通過(guò)互助的形式解決養(yǎng)老問(wèn)題,建立在農(nóng)村互助養(yǎng)老模式被視為政府解決人口老齡化問(wèn)題的一個(gè)熱點(diǎn)命題.如果在社會(huì)供給缺乏的條件下建立的不符合實(shí)際需求的互助養(yǎng)老大院,不僅使農(nóng)村的養(yǎng)老負(fù)擔(dān)加重,滿足不了農(nóng)村老年人的養(yǎng)老需求,長(zhǎng)期以往,必將擴(kuò)大社會(huì)的貧富差距,社會(huì)矛盾重生,不利于國(guó)家的可持續(xù)發(fā)展。近年來(lái)成為整個(gè)社會(huì)關(guān)注的焦點(diǎn),它的核心問(wèn)題是在廣大的沈陽(yáng)農(nóng)村地區(qū)建立互助養(yǎng)老大院的可行性。農(nóng)村互助養(yǎng)老大院的建立,直接影響農(nóng)村居民的社會(huì)保障水平和效益,如果在社會(huì)供給良好的條件下建立的符合實(shí)際需求的互助養(yǎng)老大院,就會(huì)適當(dāng)?shù)臏p少農(nóng)村養(yǎng)老問(wèn)題的出現(xiàn),保障老年人的養(yǎng)老權(quán)益,利于社會(huì)經(jīng)濟(jì)發(fā)展。對(duì)于如何建立一直都是學(xué)術(shù)界關(guān)注的話題。近年來(lái),隨著農(nóng)村經(jīng)濟(jì)發(fā)展進(jìn)程的加快,農(nóng)村經(jīng)濟(jì)持續(xù)增長(zhǎng)農(nóng)村老齡人口尤其是留守老年人的養(yǎng)老需求需求,醫(yī)療需求,精神需求都有較大增長(zhǎng)。所以十分必要在農(nóng)村探索建立養(yǎng)老模式。本文立足于沈陽(yáng)市農(nóng)村老年人養(yǎng)老需求,沈陽(yáng)農(nóng)村的養(yǎng)老供給,調(diào)查分析沈陽(yáng)市農(nóng)村養(yǎng)老需求和供給的關(guān)系,得出沈陽(yáng)市農(nóng)村養(yǎng)老供給與需求不平衡的結(jié)論。沈陽(yáng)農(nóng)村家庭養(yǎng)老保障缺失,沈陽(yáng)市農(nóng)村基層醫(yī)院醫(yī)療水平護(hù)理低,沈陽(yáng)農(nóng)村養(yǎng)老服務(wù)人員匱乏等現(xiàn)實(shí)問(wèn)題,在此基礎(chǔ)上提出了“三位一體”的沈陽(yáng)市農(nóng)村互助養(yǎng)老大院的體系設(shè)計(jì),并在此基礎(chǔ)上加強(qiáng)沈陽(yáng)市農(nóng)村基礎(chǔ)養(yǎng)老服務(wù)設(shè)施建設(shè);重點(diǎn)培養(yǎng)專業(yè)的養(yǎng)老護(hù)理人才;完善互助醫(yī)療,護(hù)理,養(yǎng)老的照護(hù)體系等相關(guān)政策建議,探索沈陽(yáng)市農(nóng)村養(yǎng)老新模式,建立健全沈陽(yáng)市農(nóng)村養(yǎng)老服務(wù)體系提供理論和現(xiàn)實(shí)參考。
[Abstract]:Solving the needs of the aged is an important part of social security. The solution of the old-age problem is related to the development of the society, which determines the solution of the old-age problem for the maintenance and protection of life. Whether citizens can enjoy a normal life plays an important role. At present, there are still many elderly people who cannot rely on their own strength to solve the pension problem. It is very necessary to rely on the help of the government to ensure their basic life. Let those old people who can take care of themselves or even other elderly people to live together. This is also the meaning of social security with Chinese characteristics. The urgent task is to explore a variety of models suitable for the national conditions of our country. Social security system, The most important thing is to solve the problem of providing for the aged. The establishment of mutual support pension model in rural areas is regarded as a hot topic for the government to solve the problem of aging population. If the mutual aid pension compound which is not in line with the actual demand is established under the condition of lack of social supply, it will not only increase the burden of providing for the aged in rural areas. Unable to meet the needs of the elderly in rural areas, in the long past, the gap between the rich and the poor will be widened, the social contradictions will be reborn, and this will not benefit the sustainable development of the country. In recent years, it has become the focus of attention of the whole society. Its core problem is the feasibility of setting up mutual aid pension compound in the vast rural areas of Shenyang. The establishment of rural mutual aid pension compound directly affects the social security level and benefit of rural residents. If a mutual aid pension compound established under the condition of good social supply meets the actual needs, it will appropriately reduce the appearance of the rural old-age pension problem and safeguard the rights and interests of the elderly. In recent years, with the rapid development of rural economy, the rural economy continues to increase the needs of the aged rural population, especially the elderly left behind. Medical needs and spiritual needs have increased greatly. Therefore, it is very necessary to explore the establishment of old-age support model in rural areas. This article is based on the rural old-age demand of Shenyang, the rural old-age supply in Shenyang, Based on the investigation and analysis of the relationship between the demand for the aged and the supply of the aged in the countryside of Shenyang, the conclusion is drawn that the rural old-age supply and the demand in Shenyang are unbalanced. The rural old-age security in Shenyang is absent, and the medical level of the rural primary hospital in Shenyang is low. On the basis of the shortage of rural old-age service personnel in Shenyang, this paper puts forward the system design of the "trinity" rural mutual support pension courtyard in Shenyang, and on this basis, strengthens the construction of rural basic old-age service facilities in Shenyang. We should focus on training professional nursing talents, perfect mutual medical care, nursing care system and other related policy suggestions, explore the new mode of rural old-age care in Shenyang, and provide theoretical and practical reference to establish and improve the rural old-age service system in Shenyang.
