【摘要】：進(jìn)入21世紀(jì),隨著人類社會(huì)現(xiàn)代化進(jìn)程的不斷的發(fā)展和前進(jìn),人口的老齡化問題逐漸成為不可回避的現(xiàn)實(shí)社會(huì)和社會(huì)進(jìn)一步發(fā)展的必經(jīng)階段,也成為全世界共同面臨的社會(huì)問題。2015年,天水市65歲以上老齡人口比重達(dá)到總?cè)丝诘?.89%,這個(gè)數(shù)字表明,天水市邁入老齡化社會(huì)。隨著天水老年人口總體基數(shù)的不斷增大,老年人中生活不能完全自理的人員數(shù)量也隨之增加,而且老年人口逐漸呈現(xiàn)出高齡化、空巢化的特點(diǎn),但是目前所存在的養(yǎng)老設(shè)施不夠完善,不能滿足老年人的需求,這意味著天水市在建設(shè)老年服務(wù)體系上還有很長(zhǎng)的路要走。就目前情況而言,天水市政府必須要加大力度建設(shè)完善本市基本養(yǎng)老服務(wù)體系。近些年來(lái),在黨和各級(jí)政府的高度重視下,天水市民政部門積極規(guī)劃,統(tǒng)籌安排,天水市的養(yǎng)老服務(wù)體系建設(shè)卓有成效,比如養(yǎng)老機(jī)構(gòu)可以容納更多的老年人,且能更好更全面的為老年人服務(wù),老年娛樂設(shè)施及項(xiàng)目建設(shè)較之前完善,老年人生活更加方便等。然而,由于目前經(jīng)濟(jì)發(fā)展的制約,天水市老年人的收入還不高,能提供的養(yǎng)老服務(wù)政府財(cái)政支持力度有限,養(yǎng)老服務(wù)體系建設(shè)仍處于起步階段。本文在理論對(duì)比,數(shù)據(jù)分析等方式的基礎(chǔ)上,利用社會(huì)其他學(xué)科的理論對(duì)天水市人口老齡化現(xiàn)狀和社會(huì)養(yǎng)老服務(wù)體系現(xiàn)狀進(jìn)行了分析。首先,本文研究了國(guó)內(nèi)外養(yǎng)老體系的理論;然后,分析了天水市人口老齡化現(xiàn)狀和與之相匹配的養(yǎng)老設(shè)施的建設(shè)情況;最后,據(jù)研究?jī)?nèi)容就天水市養(yǎng)老服務(wù)體系建設(shè)提出筆者的建議:明確基本養(yǎng)老服務(wù)體系的內(nèi)涵,發(fā)揮政府主導(dǎo)作用;拓寬投融資渠道,加快養(yǎng)老服務(wù)機(jī)構(gòu)構(gòu)建完善;制定和落實(shí)相關(guān)優(yōu)惠政策,推進(jìn)養(yǎng)老服務(wù)社會(huì)化進(jìn)程;加快改革養(yǎng)老機(jī)構(gòu)管理和運(yùn)營(yíng)模式,推進(jìn)養(yǎng)老服務(wù)業(yè)快速健康發(fā)展;引入孝道教育,規(guī)范家庭成員間的責(zé)任;利用現(xiàn)有資源,提升社區(qū)養(yǎng)老服務(wù)水平;培養(yǎng)專業(yè)養(yǎng)護(hù)人才,提高養(yǎng)老護(hù)理整體水平。上述研究?jī)?nèi)容基于天水市發(fā)展現(xiàn)狀,可為各部門在養(yǎng)老服務(wù)建設(shè)方面提供一定的參考。
[Abstract]:In 21th century, with the continuous development and progress of the modernization of human society, the aging of the population has gradually become the inevitable stage of the further development of the real society and society. In 2015, the proportion of the aged population over 65 years old in Tianshui City reached 7.89% of the total population. This figure indicates that Tianshui City has entered an aging society. The number of elderly people who cannot fully take care of themselves increases with it, and the elderly population gradually presents the characteristics of aging and empty-nesting. However, the existing old-age facilities are not perfect enough to meet the needs of the elderly. This means that Tianshui City still has a long way to go to build a service system for the elderly. As far as the present situation is concerned, Tianshui Municipal Government must step up efforts to improve the basic old-age service system in this city. In recent years, With the high attention of the Party and the governments at all levels, the civil affairs departments of Tianshui City actively plan and make overall arrangements, and the construction of the pension service system in Tianshui City is fruitful. For example, pension institutions can accommodate more elderly people. And better and more comprehensive services for the elderly, better facilities and projects for the elderly than before, more convenient life for the elderly. However, due to the constraints of current economic development, the income of the elderly in Tianshui City is still not high. The government's financial support for providing pension services is limited, and the construction of the pension service system is still in its infancy. This paper is based on the theoretical comparison, data analysis, etc. The present situation of aging population and the current situation of social pension service system in Tianshui City are analyzed by using the theories of other social disciplines. Firstly, this paper studies the theory of pension system at home and abroad; then, This paper analyzes the current situation of aging population in Tianshui City and the construction of corresponding old-age facilities. Finally, according to the research content, the author puts forward some suggestions on the construction of old-age service system in Tianshui City: make clear the connotation of the basic old-age service system. Give play to the leading role of the government; broaden the channels of investment and financing, accelerate the establishment and perfection of pension service institutions; formulate and implement the relevant preferential policies to promote the socialization of pension services; accelerate the reform of the management and operation mode of pension institutions, Promote the rapid and healthy development of the old-age service industry; introduce filial piety education to standardize the responsibilities among family members; use existing resources to improve the level of community old-age care services; train professional maintenance personnel, The above research contents are based on the present situation of Tianshui City, which can provide some reference for all departments in the construction of old-age care services.
