【摘要】：在計(jì)劃生育國策和社會(huì)經(jīng)濟(jì)快速發(fā)展的交互作用下,我國人口結(jié)構(gòu)迅速向現(xiàn)代型轉(zhuǎn)變,"前期緩慢、后期加速"為我國人口老齡化進(jìn)程的特點(diǎn)。隨著老齡化的發(fā)展進(jìn)程加快,失能、半失能、失智人口規(guī)模增大,老人自主意識(shí)提升和對(duì)養(yǎng)老服務(wù)多層次多元化的需求等都導(dǎo)致現(xiàn)有養(yǎng)老模式已經(jīng)無法適應(yīng)我國老齡化社會(huì)對(duì)養(yǎng)老問題的要求,因此,新的醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的推行刻不容緩。首先,本文從醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的選題背景和研究意義入手,通過梳理和探討國內(nèi)外研究的成果,形成對(duì)醫(yī)養(yǎng)結(jié)合養(yǎng)老模式總體研究情況的了解。其次,明確醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的相關(guān)概念,對(duì)醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的基本理念、服務(wù)層次、服務(wù)對(duì)象,以及醫(yī)養(yǎng)結(jié)合實(shí)現(xiàn)方式的內(nèi)涵進(jìn)行界定,并以此為依據(jù)對(duì)其理論基礎(chǔ)和運(yùn)行機(jī)制進(jìn)行探討。再次,運(yùn)用SWOT-PEST分析模型找出影響醫(yī)養(yǎng)結(jié)合養(yǎng)老模式發(fā)展的因素,并建立矩陣對(duì)影響因素進(jìn)行分析與評(píng)估,找出醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的主要影響因素,厘清醫(yī)養(yǎng)結(jié)合養(yǎng)老模式在政治、經(jīng)濟(jì)、社會(huì)、技術(shù)因素影響下所處的內(nèi)外環(huán)境。第四,以戰(zhàn)略分析視角提出推進(jìn)建設(shè)醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的總體思路和具體政策選擇。
[Abstract]:Under the interaction of the national policy of family planning and the rapid development of social economy, the population structure of our country is rapidly changing to the modern type. "the early stage is slow, the later period accelerates" is the characteristic of the aging process of our country. Disability, semi-disability, the increasing scale of retarded population, the promotion of the elderly's independent consciousness and the multi-level and diversified demand for pension services have all resulted in the existing old-age pension model being unable to adapt to the requirements of the aging society for the aged in our country. First of all, this paper starts with the background and significance of the research on the combination of medical care and support for the aged, through combing and discussing the research results at home and abroad. Secondly, make clear the related concepts of the medical combined old-age care model, the basic concept, service level, service object of the medical combined old-age care model, As well as the connotation of the realization of the combination of medical and support, and based on this to explore its theoretical basis and operational mechanism. Thirdly, using SWOT-PEST analysis model to find out the factors that affect the development of the model. The matrix was established to analyze and evaluate the influencing factors, to find out the main influencing factors of the medical and nursing combined pension model, and to clarify the internal and external environment of the medical combined old-age pension model under the influence of political, economic, social and technological factors. 4th, From the perspective of strategic analysis, this paper puts forward the general idea and specific policy choice of promoting the construction of the mode of combination of medical care and support for the aged.
