【摘要】：對(duì)日本來(lái)說(shuō),無(wú)論是為推進(jìn)北方領(lǐng)土問(wèn)題的解決,還是出于保持安定外部環(huán)境的需要,對(duì)俄羅斯外交始終是其外交中極為重要的一環(huán)。2012年12月,安倍晉三第二次就任日本首相后,不斷向俄羅斯拋出改善兩國(guó)關(guān)系的“橄欖枝”,大幅調(diào)整對(duì)俄政策,積極促進(jìn)兩國(guó)在各個(gè)領(lǐng)域的溝通交流。在此背景下,日俄雙方重啟領(lǐng)土問(wèn)題相關(guān)談判,建立外長(zhǎng)與防長(zhǎng)“2+2”對(duì)話機(jī)制,并在經(jīng)濟(jì)、能源、科技、文化等各個(gè)領(lǐng)域不斷深化合作。安倍本人更是兩次訪俄,并與普京總統(tǒng)在不同場(chǎng)合進(jìn)行多次會(huì)談,日俄兩國(guó)關(guān)系迅速升溫。安倍政府之所以推行如此積極的對(duì)俄政策,一方面是為了促進(jìn)領(lǐng)土問(wèn)題解決、提振經(jīng)濟(jì)、保證資源供給,進(jìn)而借此鞏固國(guó)內(nèi)執(zhí)政地位;另一方面是為制衡中國(guó),提升地區(qū)影響力、擴(kuò)大國(guó)際戰(zhàn)略空間。隨著烏克蘭危機(jī)不斷發(fā)酵,日本迫于西方壓力對(duì)俄實(shí)施制裁,導(dǎo)致兩國(guó)關(guān)系“遇冷”。但從長(zhǎng)遠(yuǎn)來(lái)看,出于自身利益,不管是日本還是俄羅斯,改善彼此關(guān)系的主觀愿望和客觀需求并未改變�；诖朔N情況,密切觀察日本對(duì)俄政策,分析日俄兩國(guó)關(guān)系的微妙變化,以及這種變化對(duì)地區(qū)安全、大國(guó)關(guān)系、特別是對(duì)中國(guó)周邊環(huán)境的影響,對(duì)保證國(guó)家安全、穩(wěn)定與持續(xù)發(fā)展有重大意義。本文主要對(duì)安倍第二任期以來(lái)對(duì)俄政策調(diào)整的內(nèi)容、原因以及影響作出分析,探究日俄兩國(guó)關(guān)系出現(xiàn)的變化,以對(duì)可能再次出現(xiàn)的兩國(guó)向好狀況作出預(yù)判和應(yīng)對(duì)。

Based on this situation, close observation of Japanese policy towards Russia, analysis of subtle changes in the Russo Japanese relationship, and this big change on Regional security relations, especially the influence on China surrounding environment, to ensure national security, is of great significance to the stability and sustained development.
