【摘要】：隨著科學(xué)技術(shù)的迅猛發(fā)展,互聯(lián)網(wǎng)對(duì)整個(gè)社會(huì)產(chǎn)生了深刻的影響,公民觸網(wǎng)的數(shù)量越來(lái)越大,網(wǎng)絡(luò)參與政治決策的基礎(chǔ)越來(lái)越扎實(shí)�；ヂ�(lián)網(wǎng)為公民參與民主政治提供了非常便捷的途徑,也為政府和公民之間有效的互動(dòng)提供了一個(gè)有效的溝通平臺(tái)。本文在前人研究的基礎(chǔ)上對(duì)公民網(wǎng)絡(luò)參與公共決策的相關(guān)概念進(jìn)行了梳理,并以強(qiáng)國(guó)論壇上“車輪上的腐敗”這一網(wǎng)絡(luò)熱點(diǎn)問(wèn)題為典型案例,通過(guò)對(duì)“車輪上的腐敗”這一事件的背景和現(xiàn)狀進(jìn)行詳細(xì)的分析,總結(jié)出“車輪上的腐敗”這一事件對(duì)公民網(wǎng)絡(luò)參與公共決策方面的傳播效應(yīng)和互動(dòng)作用,并在此基礎(chǔ)上闡述了公民網(wǎng)絡(luò)參與對(duì)公共決策產(chǎn)生的影響,總結(jié)了公民網(wǎng)絡(luò)參與公共決策過(guò)程中在制度、決策制定主體以及決策參與主體三個(gè)方面存在的不足,揭示公民網(wǎng)絡(luò)參與公共決策過(guò)程所面臨的困境。本文通過(guò)對(duì)強(qiáng)國(guó)論壇上“車輪上的腐敗”這一案例在全國(guó)推廣的可行性、推廣實(shí)施的合理性、實(shí)施的社會(huì)效益預(yù)測(cè)等方面進(jìn)行分析,并從政府、技術(shù)和公眾三個(gè)層面提出了完善公民網(wǎng)絡(luò)參與公共決策的機(jī)制建設(shè),以及公民網(wǎng)絡(luò)參與公共決策案例推廣的注意事項(xiàng),希望能為我國(guó)公民網(wǎng)絡(luò)參與公共決策的健康發(fā)展貢獻(xiàn)自己的一份綿薄之力。
[Abstract]:With the rapid development of science and technology, the Internet has a profound impact on the whole society. The basis for network participation in political decision-making is getting more and more solid. The Internet provides a very convenient way for citizens to participate in democratic politics. It also provides an effective communication platform for the effective interaction between the government and citizens. Taking "corruption on wheels" as a typical case, this paper analyzes the background and current situation of "corruption on wheels" in detail. This paper summarizes the spreading effect and interactive effect of "corruption on the wheel" on citizen network participation in public decision-making, and on this basis expounds the influence of citizen network participation on public decision-making. This paper summarizes the shortcomings of citizen network participation in the process of public decision-making in three aspects: system, decision making subject and decision making main body. In this paper, the feasibility of popularizing the case of "corruption on the wheel" in the forum of the powerful nation in the whole country, the rationality of popularizing and implementing it, is revealed. This paper analyzes the social benefit prediction of the implementation, and puts forward the problems of perfecting the mechanism of citizen network participating in public decision-making from three aspects of government, technology and public, as well as the matters needing attention in the case of citizen network participating in public decision-making. We hope to contribute our own contribution to the healthy development of public decision-making.
