【摘要】：文化外交是一種民心相通工程,不僅可以為一國(guó)外交戰(zhàn)略的實(shí)施提供社會(huì)和民意基礎(chǔ),也是國(guó)家提升文化軟實(shí)力的重要手段。太平洋島國(guó)是中國(guó)推進(jìn)"21世紀(jì)海上絲綢之路"建設(shè)南線的重要區(qū)域,因此也成為中國(guó)文化外交的重要目標(biāo)國(guó)。中國(guó)的太平洋島國(guó)文化外交目標(biāo)在于為"21世紀(jì)海上絲綢之路"倡議打造島國(guó)民意基礎(chǔ),塑造中國(guó)負(fù)責(zé)任的大國(guó)形象,進(jìn)而提升中國(guó)在島國(guó)地區(qū)的影響力。目前,中國(guó)文化外交通過(guò)文藝展演、文化教育交流、僑務(wù)外交、孔子學(xué)院等路徑,增進(jìn)了島國(guó)對(duì)中國(guó)的了解,也增強(qiáng)了中國(guó)在島國(guó)的軟實(shí)力。不過(guò),受異質(zhì)文化因素及中國(guó)傳統(tǒng)文化外交路徑缺陷的影響,中國(guó)在太平洋島國(guó)地區(qū)文化外交的成效還比較有限。今后,中國(guó)文化外交需要增強(qiáng)雙向度交流平臺(tái)、交流方式、智庫(kù)和人才隊(duì)伍建設(shè)。
[Abstract]:Cultural diplomacy is a kind of project that connects people's hearts and minds. It can not only provide a social and popular basis for the implementation of a country's diplomatic strategy. It is also an important means for the country to enhance its cultural soft power. The Pacific island countries are an important region for China to promote the "Maritime Silk Road" construction of the southern route in 21th century. As a result, China has also become an important target country of China's cultural diplomacy. The goal of China's cultural diplomacy of the Pacific island countries is to build the public opinion base of the island countries for the "Maritime Silk Road of 21th century" initiative, and to shape the image of China as a responsible power. Thus enhancing China's influence in the island region. At present, China's cultural diplomacy has enhanced the island nation's understanding of China through art shows, cultural and educational exchanges, overseas Chinese affairs diplomacy, Confucius Institutes, and so on. It has also enhanced China's soft power in the island countries. However, due to the influence of heterogeneous cultural factors and the shortcomings of China's traditional cultural diplomacy path, China's cultural diplomacy in the Pacific island region is still relatively limited. In the future, China's cultural diplomacy needs to strengthen the two-way exchange platform, communication mode, think tank and talent team building.
