【摘要】：我國早在2000年就進入老齡化社會階段,老年人口的日益增多導致養(yǎng)老壓力激增。傳統(tǒng)居家養(yǎng)老不能滿足需求,機構(gòu)養(yǎng)老慢慢登上歷史舞臺,越來越多的養(yǎng)老機構(gòu)不斷被建立。早期的公辦養(yǎng)老機構(gòu)在我國占機構(gòu)養(yǎng)老的較大份額,民營養(yǎng)老機構(gòu)作為一個補充形式。如今,在我國活躍的市場經(jīng)濟條件下,民營養(yǎng)老機構(gòu)作為受經(jīng)濟規(guī)律影響的市場主體,發(fā)揮著越來越重要的作用。目前我國有眾多的民營養(yǎng)老機構(gòu),民營養(yǎng)老機構(gòu)的服務內(nèi)容和服務質(zhì)量在不斷的提升。但民營養(yǎng)老機構(gòu)在建立和發(fā)展過程中面臨了一些困境,對民營養(yǎng)老機構(gòu)的研究對我國的養(yǎng)老市場有著重要作用。本文的研究對象-松蒲博愛護養(yǎng)中心(以下簡稱松蒲護養(yǎng)院)經(jīng)營發(fā)展期間,見證了民營養(yǎng)老機構(gòu)在我國的從無到有、發(fā)展的從低到高,其共經(jīng)歷了三階段的改革與升級,不斷的對服務內(nèi)涵進行探索。本文運用文獻研究法、結(jié)構(gòu)式訪談法和個案分析法對松蒲護養(yǎng)院的三階段的服務特點和所遇困境的歷史發(fā)展進行追述。通過對松蒲護養(yǎng)院的了解與分析得出目前我國的一般民營養(yǎng)老機構(gòu)都會遇到的制度方面和自身發(fā)展方面的困境。從政府應提供有效的扶持政策、機構(gòu)應建立服務為先的運營方式、專業(yè)化與標準化并行等三方面提出了政府應如何支持民營養(yǎng)老機構(gòu)的發(fā)展和民營養(yǎng)老機構(gòu)自身應如何不斷的對提供的福利服務更好的升級。
[Abstract]:As early as 2000, China entered the stage of aging society, and the increasing number of the elderly population led to a sharp increase in the pressure for the aged. The traditional family pension could not meet the demand, so the institutional old-age support slowly stepped onto the stage of history. More and more pension institutions have been established. The early public pension institutions accounted for a large share of the old-age care institutions in China, private pension institutions as a supplementary form. Now, under the active market economy conditions in our country, As the main body of the market affected by the economic law, private pension institutions play an increasingly important role. At present, there are many private pension institutions in our country. The service content and service quality of private pension institutions are constantly improving, but private pension institutions are faced with some difficulties in the process of establishment and development. The research on private pension institutions plays an important role in the pension market of our country. During the period of operation and development of Songpu Boai Nursing Center (hereinafter referred to as Songpu Nursing Home), the private pension institutions have witnessed the development of private pension institutions in our country. The development from low to high, it has gone through three stages of reform and upgrading, constantly explore the connotation of service. The structure interview method and case analysis method were used to review the characteristics of the three-stage service and the historical development of the difficulties encountered in the Songpu nursing home. Through the understanding and analysis of the Songpu nursing home, it was concluded that the general private old-age pension machine in our country at present. The institutional and self-development dilemmas that the government should face from providing effective support policies, Institutions should establish a service-first operation mode, specialization and standardization parallel, and three aspects of the government should support the development of private pension institutions and private pension institutions themselves should continue to provide better welfare services.
