【摘要】：政黨外交是政黨政治在國(guó)際政治領(lǐng)域中的重要表現(xiàn)形式,為各國(guó)政黨宣介自己所秉持的價(jià)值觀和意識(shí)形態(tài)提供了一條渠道,也是國(guó)家總體外交的重要組成部分。它不僅是開(kāi)拓、塑造、維護(hù)國(guó)家外交的重要方式之一,也是不同國(guó)家政黨合作應(yīng)對(duì)人類所面臨共同問(wèn)題的一種方式。新中國(guó)的成立,標(biāo)志著中國(guó)共產(chǎn)黨以執(zhí)政黨的身份開(kāi)展政黨外交新時(shí)代的到來(lái)。中國(guó)共產(chǎn)黨的外交戰(zhàn)略目標(biāo),已由爭(zhēng)取民族獨(dú)立、加快革命進(jìn)程,轉(zhuǎn)變?yōu)楸Ｗo(hù)領(lǐng)土主權(quán)完整,創(chuàng)造和平有利的國(guó)際環(huán)境。新中國(guó)成立后,中國(guó)共產(chǎn)黨以馬克思主義黨際關(guān)系基本理論為指導(dǎo),在總結(jié)新民主主義革命時(shí)期中國(guó)共產(chǎn)黨對(duì)外交往的實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,根據(jù)國(guó)際環(huán)境、國(guó)內(nèi)形勢(shì)、國(guó)家利益、意識(shí)形態(tài)和黨的建設(shè)等因素制定靈活的政黨外交政策,進(jìn)行了波瀾壯闊的政黨外交實(shí)踐。這些政黨外交政策主要體現(xiàn):“一邊倒”政策下的政黨外交、中蘇關(guān)系嬗變下的政黨外交以及“三個(gè)世界”理論指導(dǎo)下的政黨外交�；谶@段時(shí)期政黨外交實(shí)踐活動(dòng)的梳理,這段時(shí)期政黨外交的特點(diǎn):政黨外交的目標(biāo)是以反對(duì)霸權(quán)主義維護(hù)世界和平、黨際關(guān)系與國(guó)家關(guān)系界限不明確、政黨外交以政治對(duì)話為主。在這些政黨外交政策的指導(dǎo)下,中國(guó)共產(chǎn)黨政黨外交取得了巨大成就,但也存在不足之處。因此,筆者認(rèn)為有值得的經(jīng)驗(yàn)教訓(xùn)指引今天中國(guó)共產(chǎn)黨政黨外交:政黨平等、獨(dú)立自主、政黨外交應(yīng)該做好政府外交的得力幫手、審時(shí)度勢(shì)確定中國(guó)共產(chǎn)黨政黨外交政策。本文旨在對(duì)新中國(guó)成立至改革開(kāi)放前這段時(shí)期中國(guó)共產(chǎn)黨政黨外交政策進(jìn)行系統(tǒng)梳理,歸納其基本特點(diǎn),總結(jié)經(jīng)驗(yàn)教訓(xùn),試圖為當(dāng)今中國(guó)共產(chǎn)黨政黨外交提供啟示。全文分為導(dǎo)言、主體四章和結(jié)語(yǔ)。導(dǎo)論是在說(shuō)明選題緣由、界定政黨外交內(nèi)涵以及辨析相關(guān)概念、研究大量文獻(xiàn)的基礎(chǔ)上,提出論文思路以及交代論文研究的目的和價(jià)值所在,這是前提部分。在論文正文部分,重點(diǎn)梳理“一邊倒”戰(zhàn)略下的政黨外交、中蘇關(guān)系嬗變下的政黨外交以及“三個(gè)世界”理論指導(dǎo)下的政黨外交的實(shí)踐活動(dòng),這是重點(diǎn)部分。在此基礎(chǔ)上,文章的第四章對(duì)于這段時(shí)期中國(guó)共產(chǎn)黨政黨外交政策進(jìn)行評(píng)析,提煉其基本特點(diǎn),總結(jié)歷史經(jīng)驗(yàn)教訓(xùn),這是點(diǎn)睛部分。
[Abstract]:Party diplomacy is an important manifestation of party politics in the field of international politics. It provides a channel for political parties to promote their own values and ideologies, and is also an important part of national diplomacy as a whole. One of the important ways to shape and safeguard national diplomacy is also a way for political parties from different countries to work together to deal with the common problems facing mankind. The founding of New China, It marks the arrival of a new era in which the Communist Party of China, as the ruling party, has launched party diplomacy. The diplomatic strategic goal of the Communist Party of China has changed from striving for national independence and speeding up the revolutionary process to protecting territorial sovereignty and integrity. Create a peaceful and favourable international environment. After the founding of New China, the CPC was guided by the basic theory of Marxist inter-party relations, and on the basis of summing up the practical experience of the CPC's foreign exchanges during the period of the New Democratic Revolution, According to the international environment, domestic situation, national interests, ideology and party building and other factors to formulate flexible foreign policy of political parties, Has carried on the magnificent political party diplomacy practice. These political party foreign policy mainly manifests: "one-sided" policy under the political party diplomacy, Party diplomacy under the evolution of Sino-Soviet relations and party diplomacy under the guidance of the "three worlds" theory. The characteristics of party diplomacy during this period: the goal of party diplomacy is to maintain world peace by opposing hegemonism, the boundaries between inter-party relations and state relations are not clear, and party diplomacy is dominated by political dialogue. Under the guidance of these political parties' foreign policies, The Party diplomacy of the Communist Party of China has made great achievements, but there are still some shortcomings. Therefore, the author thinks that there are some valuable experiences and lessons to guide the party diplomacy of the Communist Party of China today: the party is equal, independent and independent. Party diplomacy should be a good helper of government diplomacy and determine the foreign policy of CPC political parties according to the current situation. This paper aims at systematically combing the foreign policy of CPC political parties between the founding of New China and the period before the reform and opening up. The thesis is divided into four chapters: introduction, main body and conclusion. The introduction is to explain the reason of choosing the topic, define the connotation of party diplomacy and analyze the related concepts. On the basis of studying a large number of documents, this paper puts forward the ideas of the thesis and explains the purpose and value of the research, which is the premise part. In the main part of the thesis, it focuses on combing the party diplomacy under the strategy of "one-sided". The party diplomacy under the evolution of Sino-Soviet relations and the practical activities of party diplomacy under the guidance of the "three worlds" theory are the key parts. On this basis, the 4th chapter of the article comments on the foreign policy of the Communist Party of China during this period. Abstract its basic characteristics, summarize the historical experience and lessons, this is the eyeball part.
