【摘要】：社區(qū)工作站作為承接政府社區(qū)公共服務職能的新型社會組織,似乎并未真正摒棄行政化積弊及普遍性怠政現象,凸顯出事實與價值背離的發(fā)展悖境態(tài)勢。在當前新工作情境下,社區(qū)工作站無論是窗口、街頭還是社區(qū),其實都呈現出無工作負荷的"空轉"狀態(tài),并彰顯慣習性運作的體制化印記,而體制化"空轉"的致因邏輯又在于情境暗示效應下的規(guī)章制度軟性約束、街道辦"示范效應"及社區(qū)工作"應付法則"。對此,有必要由情境反思予以解悖,從"干凈的石板(clean slate)"出發(fā),在政策原點上破解社區(qū)工作站的運行困境,嘗試社區(qū)工作站的機構撤并及職能刪減,以摒除社區(qū)公共服務工作中本不該有的體制化"空轉"狀態(tài),力促基層組織體制改革去行政化的不二取向。
[Abstract]:As a new type of social organization to undertake the public service function of the government community, community workstation does not seem to have really abandoned the administrative legacy and the general phenomenon of slack administration, which highlights the development situation of the deviation between the fact and the value. Community workstations, whether they are windows, streets or communities, actually show a "idle" state of no workload, and highlight the institutional imprint of habitual operation. The causative logic of institutionalization "idling" lies in the soft restriction of rules and regulations under the situational implication effect, the "demonstration effect" in street administration and the "coping rule" in community work. In view of this, it is necessary to solve the contradiction by situational reflection. Starting from "clean slate", this paper attempts to solve the operational dilemma of community workstations at the policy origin, and tries to remove the institutional "idle" state of community public service work by removing the merger of community workstations and the deletion of their functions. To promote the reform of the grass-roots organization system to deadministrate the orientation.
