【摘要】：近年來,在中國對外援助中,民生援助的比重和影響力越來越大,且未來將進一步向民生援助傾斜。本文在對比發(fā)達國家和中國對外援助分類的基礎上,界定了中國民生援助的基本內(nèi)涵和類別;繼而詳細分析了中國民生援助的具體做法,總結了中國民生援助的經(jīng)驗,尤其是不足之處。基于此,提出了中國民生援助的改進建議,包括建立系統(tǒng)的運作機制、平衡國家利益和企業(yè)利益、加強各參與主體之間的協(xié)調(diào)、加強與發(fā)達國家的合作以及加強與多邊組織的三方合作等。
[Abstract]:In recent years, in China's foreign aid, the proportion and influence of people's livelihood aid is increasing, and in the future, it will be more inclined to people's livelihood aid. This paper compares the classification of foreign aid between developed countries and China. This paper defines the basic connotation and categories of China's people's livelihood assistance, then analyzes in detail the specific methods of China's people's livelihood assistance, sums up the experience of China's people's livelihood assistance, especially its shortcomings. Based on this, it puts forward some suggestions for improving China's people's livelihood assistance. It includes establishing a systematic operating mechanism, balancing national and enterprise interests, strengthening coordination among various participants, strengthening cooperation with developed countries and strengthening tripartite cooperation with multilateral organizations, etc.
