【摘要】：隨著兩岸交流的日益密切,兩岸經(jīng)貿(mào)交流的政治效應(yīng)成為一個(gè)重要的研究課題。兩岸經(jīng)貿(mào)交流經(jīng)歷了一個(gè)從無(wú)到有、規(guī)模與層次同步擴(kuò)展的過(guò)程。在此過(guò)程中,中國(guó)大陸堅(jiān)持貫徹“寄希望于臺(tái)灣人民”的方針,持續(xù)推動(dòng)兩岸經(jīng)貿(mào)交流的深化,夯實(shí)“反獨(dú)促統(tǒng)”的物質(zhì)基礎(chǔ),以期逐步改變臺(tái)灣民眾的政治認(rèn)同,構(gòu)筑兩岸和平統(tǒng)一的心理基礎(chǔ),推進(jìn)兩岸關(guān)系和平發(fā)展,進(jìn)而促進(jìn)兩岸和平統(tǒng)一。對(duì)于臺(tái)灣地區(qū)而言,更關(guān)注兩岸經(jīng)貿(mào)交流的經(jīng)濟(jì)效應(yīng),執(zhí)政當(dāng)局與各政黨都希望藉由兩岸經(jīng)貿(mào)關(guān)系的深化來(lái)帶動(dòng)島內(nèi)經(jīng)濟(jì)發(fā)展,另一方面從臺(tái)灣地區(qū)整體而言,他們希望通過(guò)加強(qiáng)與大陸的經(jīng)貿(mào)交流以避免在國(guó)際社會(huì)中的“邊緣化”。兩岸經(jīng)貿(mào)交流的發(fā)展始終影響著臺(tái)灣政府的政策制定與變遷。從蔣經(jīng)國(guó)執(zhí)政后期開(kāi)放大陸探親以來(lái),兩岸經(jīng)貿(mào)交流持續(xù)沖擊著臺(tái)灣當(dāng)局較為封閉保守的大陸政策,推動(dòng)其逐步走向積極開(kāi)放。隨著兩岸經(jīng)貿(mào)交流的擴(kuò)大與深化,臺(tái)灣民眾對(duì)大陸政治認(rèn)知更加友善,但對(duì)兩岸經(jīng)貿(mào)交流態(tài)度冷淡。而且并沒(méi)有改變臺(tái)灣民眾的統(tǒng)獨(dú)認(rèn)同和國(guó)族認(rèn)同。這表明兩岸經(jīng)貿(mào)交流在一定條件下促進(jìn)了兩岸關(guān)系和平發(fā)展的深入,但是結(jié)構(gòu)性政治沖突并沒(méi)有從根本上得到解決,從短期效果來(lái)看,中國(guó)大陸政府的“讓利”并沒(méi)有帶來(lái)預(yù)期的臺(tái)灣民眾政治認(rèn)同的改變。造成這種現(xiàn)象的主要原因在于:一、以“理性自利”的視角來(lái)看,兩岸經(jīng)貿(mào)交流雖然從整體上給臺(tái)灣經(jīng)濟(jì)發(fā)展帶來(lái)了正面影響,但并未給普通民眾帶來(lái)更多的經(jīng)濟(jì)效益,經(jīng)濟(jì)發(fā)展并沒(méi)有帶來(lái)臺(tái)灣社會(huì)內(nèi)部公平正義問(wèn)題的改善,臺(tái)灣民眾對(duì)兩岸經(jīng)貿(mào)交流存在疑慮心態(tài);二、以“感性認(rèn)同”來(lái)看,兩岸長(zhǎng)期的政治對(duì)立、臺(tái)灣社會(huì)對(duì)所謂“國(guó)家安全”與“臺(tái)灣主體性”流失的疑慮、民進(jìn)黨執(zhí)政時(shí)期的“去中國(guó)化”以及島內(nèi)“臺(tái)獨(dú)”勢(shì)力的負(fù)面宣傳,都使得臺(tái)灣社會(huì)對(duì)于大陸政府仍懷有強(qiáng)烈的不信任感。兩岸應(yīng)該立足于長(zhǎng)遠(yuǎn)考慮,面向未來(lái),持續(xù)推動(dòng)兩岸經(jīng)貿(mào)關(guān)系的深化,進(jìn)一步改善相關(guān)政策與措施,需要注意兩岸經(jīng)貿(mào)交流的意見(jiàn)反饋,拓寬兩岸關(guān)系的信息傳遞機(jī)制,促進(jìn)民間經(jīng)貿(mào)交流使臺(tái)灣普通民眾能夠受益。大陸方面的適度讓利或可改善臺(tái)灣民眾對(duì)陸認(rèn)知,減少“中國(guó)大陸威脅論”的支持者。
[Abstract]:As cross-strait exchanges become closer and closer, the political effects of cross-strait economic and trade exchanges have become an important research topic. Cross-strait economic and trade exchanges have undergone a process of expanding from scratch, scale and level. In this process, The Chinese mainland adheres to the policy of "placing its hopes on the people of Taiwan," continuously promoting the deepening of cross-strait economic and trade exchanges, and consolidating the material basis for "opposing independence and promoting reunification," with a view to gradually changing the political identity of the Taiwan people. To build the psychological basis for the peaceful reunification of the two sides of the strait, to promote the peaceful development of cross-strait relations, and thus to promote peaceful reunification of the two sides of the strait. For the Taiwan region, more attention is paid to the economic effects of cross-strait economic and trade exchanges. Both the ruling authorities and political parties hope to promote the economic development of the island by deepening cross-strait economic and trade ties. On the other hand, from the perspective of the Taiwan region as a whole, They hope to avoid "marginalization" in the international community by strengthening economic and trade exchanges with the mainland. The development of cross-strait economic and trade exchanges has always affected the policy formulation and changes of the Taiwan government. Economic and trade exchanges between the two sides of the Taiwan Strait continue to impact on the relatively closed and conservative mainland policy of the Taiwan authorities, pushing them to move towards a positive opening up step by step. With the expansion and deepening of cross-strait economic and trade exchanges, the people of Taiwan have become more friendly to the mainland's political understanding. However, the attitude towards cross-strait economic and trade exchanges is cold. Moreover, it has not changed the Taiwan people's identity on reunification or independence and national identity. This shows that cross-strait economic and trade exchanges have promoted the peaceful development of cross-strait relations under certain conditions. However, the structural political conflict has not been fundamentally resolved. In the short run, the "concession" of the Chinese government has not brought about the expected change in the political identity of the Taiwan people. The main reasons for this phenomenon are as follows:. From the perspective of "rational self-interest", although cross-strait economic and trade exchanges have had a positive impact on Taiwan's economic development as a whole, they have not brought more economic benefits to the ordinary people. Economic development has not brought about an improvement in the issue of fairness and justice within Taiwan society. The Taiwan people have doubts about cross-strait economic and trade exchanges. Second, in the view of "perceptual identity," the two sides of the strait have long been politically opposed. Taiwan society's misgivings about the loss of so-called "national security" and "Taiwan's subjectivity", the "de-Sinicization" of the Democratic Progressive Party (DPP) in power and the negative propaganda of "Taiwan independence" forces on the island. Both sides of the strait should base themselves on long-term considerations, face the future, continue to promote the deepening of cross-strait economic and trade relations, and further improve relevant policies and measures. We need to pay attention to the feedback of cross-strait economic and trade exchanges, broaden the mechanism of information transmission in cross-strait relations, and promote people-to-people economic and trade exchanges so that ordinary people in Taiwan can benefit. Reduce the number of supporters of the "mainland China threat" theory.
