【摘要】:日本加入關(guān)貿(mào)總協(xié)定是其二戰(zhàn)后重返國(guó)際社會(huì)的關(guān)鍵步驟。英國(guó)作為關(guān)貿(mào)總協(xié)定的主要締約國(guó)之一,對(duì)日本入關(guān)至關(guān)重要。研究英國(guó)對(duì)日入關(guān)政策,有利于深刻認(rèn)識(shí)英國(guó)阻礙日本入關(guān)的原因及影響。本文就英國(guó)對(duì)日入關(guān)政策的演變進(jìn)行詳細(xì)論述。從1947年至1963年,英國(guó)對(duì)日入關(guān)政策呈現(xiàn)出三個(gè)階段的變化。1947至1952年英國(guó)堅(jiān)決反對(duì)日本入關(guān),主要表現(xiàn)在前六次關(guān)貿(mào)總協(xié)定大會(huì)上英國(guó)反對(duì)給予日本最惠國(guó)待遇以及第七次總協(xié)定大會(huì)上延遲日本入關(guān)。1953至1955年英國(guó)有條件同意日本入關(guān),表現(xiàn)在英國(guó)提出對(duì)日援引關(guān)貿(mào)總協(xié)定第19條以及日本正式入關(guān)時(shí)英國(guó)對(duì)其援引總協(xié)定第35條。英國(guó)轉(zhuǎn)變對(duì)日入關(guān)政策一方面是為了維護(hù)戰(zhàn)后英美特殊關(guān)系,另一方面是為了維護(hù)帝國(guó)特惠制。1956至1963年英國(guó)完全接受日本入關(guān),原因在于該時(shí)期英日兩國(guó)政治關(guān)系有所改善,并簽訂了《日英通商航海條約》。1963年英國(guó)對(duì)日撤銷關(guān)貿(mào)總協(xié)定第35條,標(biāo)志著英國(guó)完全接受日本入關(guān)。二戰(zhàn)后在資本主義陣營(yíng)中,美主英從的局面注定了英國(guó)反對(duì)日本入關(guān)的失敗,但最終英國(guó)通過(guò)《日英通商航海條約》從日方獲得利益,才對(duì)日撤銷關(guān)貿(mào)總協(xié)定第35條,完全接受日本入關(guān),也體現(xiàn)了英國(guó)對(duì)日入關(guān)政策的成功。
[Abstract]:Japan's accession to the General Agreement on tariffs and Trade (GATT) is a key step in its return to the international community after World War II. As one of the main contracting parties to the GATT, Britain is of great importance to Japan's entry into the GATT. This paper discusses in detail the evolution of British entry policy towards Japan. From 1947 to 1963, From 1947 to 1952, Britain resolutely opposed the entry of Japan. This is mainly reflected in the British opposition to the granting of most-favoured-nation treatment to Japan at the first six GATT conferences, and the delay in Japan's entry into the GATT at the 7th General Agreement Conference. From 1953 to 1955, Britain had the condition to agree to Japan's entry into the WTO. This is manifested in the British proposal to invoke Article 19 of the General Agreement on tariffs and Trade (GATT) to Japan and the invocation of Article 35 of the General Agreement by Britain when Japan formally entered the WTO. On the one hand, Britain changed its policy of entry to Japan in order to safeguard the special relationship between the United States and the United States after the war. On the other hand, in order to maintain the imperial preferential system. 1956-#date0# Britain fully accepted the entry of Japan, because of the improved political relations between Britain and Japan during that period. In 1963, Britain revoked Article 35 of the General Agreement on tariffs and Trade (GATT), which marked Britain's full acceptance of Japan's entry into the WTO. After World War II, Britain was in the capitalist camp. The situation between the United States and the United Kingdom doomed Britain's failure in opposing Japan's entry into the WTO. But in the end, the United Kingdom obtained benefits from Japan through the "Japan-British Treaty on Commerce and Navigation," and only then did it withdraw Article 35 of the General Agreement on tariffs and Trade to Japan and fully accept Japan's entry into the WTO. It also reflects the success of Britain's entry into Japan.
