【摘要】：二戰(zhàn)后,由于歐洲國家穩(wěn)定的經(jīng)濟(jì)社會(huì)發(fā)展?fàn)顩r、高級別的社會(huì)福利水平、獨(dú)特的地理位置和地緣政治特點(diǎn),歐洲成為亞洲、非洲乃至大多數(shù)第三世界國家遷出移民的重要目的地。近年來,西亞北非部分國家和地區(qū)政治社會(huì)持續(xù)動(dòng)蕩,大量因種種原因逃離祖國和家鄉(xiāng)的人們通過非常規(guī)手段進(jìn)入歐洲境內(nèi)并滯留,這一現(xiàn)象通常被稱作“歐洲難民問題”。根據(jù)目前形勢判斷,歐洲難民問題在未來較長時(shí)間內(nèi)難以得到緩解或消失。進(jìn)入歐洲難民數(shù)量的急劇膨脹,對歐洲政治、經(jīng)濟(jì)、社會(huì)、文化、安全等諸多方面的影響日趨顯現(xiàn),并留下深刻的印跡。難民涌入、接收和融入問題已經(jīng)變成歐洲各國需要普遍面對的、最為棘手的問題之一,也使現(xiàn)有的歐洲共同移民和難民政策面臨嚴(yán)峻挑戰(zhàn)。本論文通過闡述歐洲難民問題的發(fā)展現(xiàn)狀、形成原因,厘清國際社會(huì)對歐洲難民問題普遍存在的錯(cuò)誤理解,并分析難民問題給歐洲國家及歐洲共同移民和難民政策帶來的影響,重點(diǎn)對歐洲共同難民政策的未來發(fā)展方向進(jìn)行預(yù)判。總的說,面對洶涌而來的難民問題,歐洲國家在歐盟框架下統(tǒng)一政策和措施,積極協(xié)調(diào)與域外國家的合作,才是解決問題的“苦口良藥”。
[Abstract]:After World War II, due to the stable economic and social development of European countries, the high level of social welfare, the unique geographical location and geopolitical characteristics, Europe became Asia. Africa and most of the third World countries are important destinations for emigration. In recent years, some countries and regions in West Asia and North Africa have continued to experience political and social unrest. A large number of people who have fled their homeland and home for a variety of reasons have entered and remained in Europe through unconventional means, a phenomenon commonly referred to as the "European refugee problem"... judging by the current situation, It will be difficult to alleviate or disappear the refugee problem in Europe for a long time to come. The rapid expansion of the number of refugees entering Europe has a growing impact on political, economic, social, cultural, security and other aspects of Europe. The influx, reception and integration of refugees have become one of the most difficult and common problems facing European countries. In this paper, the reasons for the development of refugee problems in Europe are expounded to clarify the misunderstandings of the international community on the widespread refugee problems in Europe. It also analyzes the impact of the refugee problem on the common immigration and refugee policies of European countries and Europe, and focuses on prejudging the future direction of the common European refugee policy. In general, in the face of the turbulent refugee problem, European countries under the framework of the European Union to unify policies and measures, and actively coordinate cooperation with foreign countries, is the "bitter medicine" to solve the problem.
